The aim of the project is to increase public participation among young people in Wińsko by instating the Local Youth Council and developing mechanisms for its sustainable operation. The direct target group will include young people who are will to increase their public participation, particularly 15 Council members. The project will also benefit the local government and local public institutions. Once brought back to life, the Council will receive support in the early months of its functioning. We are planning to hold training workshops for youth, promotional meetings, Council elections, developing the rules of working with the ‘adult’ local government and piloting Council activities to allow young people to use their new skills in practice. We will use the project to facilitate a debate on the role of young people in our community.
Summary of project results
"There has been a dramatic increase in civil society activity in the villages of the Wińsko community since 2008. More associations and informal groups have emerged as a result of the Community Initiative Programme of the Post-Accession Rural Development Support Programme with statistics going up from 22 NGOs per 10,000 inhabitants in 2006 to 36 in 2012. However, mostly middle-aged and senior adults have become more pro-active and the needs of young people aged 15-24 are not at all addressed in the community of 1,200 inhabitants. The objective of the project was to reactivate theLocal Youth Council to ensure that youth can have a say in the community. As a result of the project, a Local Youth Council has bee established with rules of procedure and a plan for action for the coming years. Fifteen young people and the local government officials were involved in the election and establishment. Local council resolutions were passed on the election and appointment procedure, including the establishment of a local election commission. Four training workshops for 15 individuals (40 hours) and two open workshops for 21 individuals (16 hours) for individuals aged 15 - 25. Two study trips were completed to visit youth councils in the municipalities of Żmigród and Oborniki Śląskie. The project beneficiaries were youth aged 15 - 25. The partnership with the local government helped formalise project activities; the local government passed a decision to organise elections and establish a local election commission. Dedicated officials in the Local Council and executive staff have been appointed to support the youth council after the project is formally completed."
