Description

Monitoring the implementation of equal treatment on the grounds of sex, sexual identity and sexual orientation as outlined in the National Action Program for Equal Opportunities between 2013 and 2015. The process will look at the relevant institutions including government ministries, Government Plenipotentiary for Equal Opportunities, police and local governments as well as non-governmental organisations, churches and denominations, academics and media. The quality of Program implementation will be examined and findings will be presented in a report. The goal of the project is to test whether and how government has been implementing the Program and report on progress and omissions, including the insufficient, failed or apparent measures. The project partner assists the applicant by writing up some of the 3,000 requests for information to be sent to institutions and organisations covered by the monitoring project.

Summary of project results

"National Action Plan for Equal Treatment for 2013-2016 (KPDRT) was the first government document defining goals and actions in the area of counteracting discrimination. Reporting on the implementation of KPDRT was to be conducted by the body responsible for its preparation, i.e. the Government Plenipotentiary for Equal Treatment. In this context, it was necessary to conduct simultaneous monitoring of the Program by an independent organisation, which would deliver conclusions and recommendations, based on the analysis of the collected data, to the institutions implementing the Programme. The objective of the project was to provide the knowledge about implementation of KPDRT, in order to support the creation of the new Programme for 2017 and the following years. The project particularly served verification whether the actions described in KPDRT were implemented, whether it was punctual, which of the parties indicated in KPDRT participate in it as partners, and what is their assessment of the Programme's implementation. The monitoring was conducted in 928 public and private institutions, including 16 voivodeship and marshal's offices, 77 county offices, 404 communal or municipal offices, 22 ministries, 232 NGOs, 33 private media organisations, and 9 churches and religious organisations. The information was collected on the basis of applications for access to public data or information requests. 360 institutions responded, mainly public ones and NGOs. On the basis of the collected data, 3 reports on the implementation of the monitored KPDRT actions were distributed and published online. The reports were organised according to year: 2013, 2014, and 2015-2016. A summary report in Polish and English was prepared. The findings and conclusions were the basis for 15 recommendations for KPDRT for 2017 and the following years. The recommendations concerned not only the preparation, construction and execution of KPDRT, but also the problems with sharing and collecting information. The partner was responsible for obtaining information from communal, county and marshals' offices, as well as from Viovodeship Equal Treatment Coordinators. The partner prepared enquiries directed to the Plenipotentiary for Equal Treatment, concerning the actions planned for 2013."
