Description

The objective of the Project is to improve public safety in Lithuania by creating the model of coordination of preventive activity in strengthening inter-institutional cooperation. The task of the Project is improvement of activity of district inspectors and juvenile affairs officers. The results of the Project will be felt Lithuania-wide as the model created could be implemented in all municipalities and this will influence coordination of preventive activity in the future, more effective work of district inspectors and juvenile affairs officers, more active cooperation between public and police institutions, public trust in police. Thanks to the trainings police officers, specialists of municipal, education, social fields will improve special capacities, will acquire new knowledge. Municipal institutions and public will be involved more actively into creation of public safety, reduction of crime.

Summary of project results

In Lithuania more and more attention is paid to work with juveniles and young people. This work usually is done by district inspectors and officers of juvenile affairs in Lithuania police. Functionality of these police officers is extremely wide-ranging and need to be made more concentrated. Not all of the functions of these officials correspond to the changes in legal, social and demographic situation. Some of these functions are completely unrelated to the execution of direct police functions. Part of activities (especially prevention) is being implemented by other institutions. In order to solve these problems, the project “Improving the Public Safety in Lithuania” was implemented. The aim of the project was to improve the public safety in Lithuania by creating a preventive coordination model and strengthening inter-institutional cooperation. While implementing the project a preventive coordination model combining all institutions working in prevention field with juveniles and young people was created. A lot of different trainings for strengthening inter-institutional cooperation were organized. During the project, the cooperation and collaboration was among these institutions: Marijampole District Police Headquarters, Marijampole municipality, Oslo Police District (Norway). Created model may be applied to all institutions of the police, as well as institutions of other public and NGO sectors engaged in prevention. Application of this model should improve the quality of performance of district inspectors and officers of juvenile affairs. It should also increase cooperation between governmental authorities, public and police institutions, what already now have a positive effect on public confidence in the police as an institution.

Summary of bilateral results

The project partner in Norway helped to transfer its best experience in the development of the Norwegian police activities in field of district inspectors and juvenile officers activities and functions. Oslo Police District provided a lot of information and know how about what was changed in the police work when the project SALTO began, presented all the positive and negative consequences of police operations and its improvements. Project partner shared all its good experience in this field and provided advices on the options to apply such model in Lithuania. The Partner was involved in the Project in accordance with the principle of good partnership, and by participation in the project assured transfer of knowledge and experience.
