Description

The objective of the project – to enhance professional and general capacities in health care institutionsin order to provide high quality services while reducing health inequalities, using good practice experience of the Kingdom of Norway, having evaluated lack of competence, following a questionnaire survey and analysis. The project focuses on the workers’ qualification development and re-skilling, managerial staff training (doctors, nurses and technical staff) of Pasvalys PHCC and its partners Public Institution Biržai district municipal clinic and Telšiai primary health care centerin order to strengthen administrative capacitiesand increase efficiency of public administration. Encouraging the workers to develop their general skills will be invested into the quality of workforce and increase of productivity. Implementing the following project, particular attention will be paid to promotion of cross-sectoral cooperation, in order to ensure complex socio-economic inequalities while reducing health inequalities. Also, the project will aim at promotion of life-long learning, creation of anti-corruption measures.

Summary of project results

The objective of the project was to enhance professional and general capacities in health care institutions in order to provide high quality services while reducing health inequalities, using good practice experience of the Kingdom of Norway, having evaluated lack of competence, following a questionnaire survey and analysis. The project was focused on the workers’ qualification development and re-skilling, managerial staff training (doctors, nurses and technical staff) of Pasvalys PHCC and its partners Public Institution Biržai district municipal clinic and Telšiai primary health care centerin order to strengthen administrative capacitiesand increase efficiency of public administration. The project contributed to the possibility of complementing national and regional policy goals by transferring of know-how and good practice experience of Norwegian institutions and by strengthening capacity building as well as co-operation among public institutions and local partners in Lithuania and Norway. The project was useful and necessary because it enabled the acquisition of knowledge and professional skills improvement of the target group in various areas. Also project implementation was aimed to promotion of life-long learning and creation of anti-corruption measures. The problem which was solved by the Project was that the professional and general skills didn't meet the health care delivery objectives. Professional training was necessary to acquire or extend knowledge and skills. During the Project implementation 955 persons (doctors, nurses and technical staff) were trained.

Summary of bilateral results

During health care and administrative staff training professionals from Drangedal health and welfare department as subjects matter experts transfered knowledge and practical skills that can be adapted in Lithuania, actively participated in the project promotion. During the visit in Lithuania in formal and informal way introduced knowledge and experience to larger number of project participants. In addition, direct cooperation among Partners’ professionals strengthens relationship among municipalities.
