Description

The project aims to convey the knowledge and good practices of Kingdom of Norway and strengthen capacity building and cooperation between local and regional partners in Lithuania and Norway in the field of renewable energy sources. The Kingdom of Norway is one of the world's leaders in this sphere and the broader use of renewable sources of energy in Lithuanian regions is especially important in order to improve the quality of provided local services for resources efficiency and modernity. Also, the project will affect corruption, the other important topic, which is particularly relevant in the field of renewable energy sources. Corruption risk management audit will be carried out, anti-corruption atmosphere will be created and corruption risk factors analysis will be carried in order to ensure transparency of the process. The results of these activities will be widely presented to the project participants, representatives of community and business. Significant attention will also be provided for publication of the results of the project; it is planned to create a project Web site, to organize series of project publicity events in Lithuania and Norway, to distribute printed information, and to disseminate information on social networks and in the media. It is planned that public sector’s, community’s and business awareness on renewable energy sources, capabilities, and strengths will significantly increase after the implementation of the project.

Summary of project results

The project “Capacity Building and Institutional Cooperation between Public Institutions in the Field of Renewable Energy Sources” aimed to convey the knowledge and good practices of Kingdom of Norway and strengthen capacity building and cooperation between local and regional partners in Lithuania and Norway. Also, the project targeted to affect corruption, the important topic, which is particularly relevant in the field of renewable energy sources (RES). Project has covered a wide range of activities to tackle both the promotion of RES projects implementation and related training courses as well as anti-corruption policy and strategy development at Elektrėnai and Trakai municipalities. According to the project initiative 4 feasibility studies were prepared, covering the regions with the similar problematics in the field of energy, that is Elektrenai and Trakai city and municipality as well as neighboring regions of Alytus and Varėna. Feasibility studies has researched the possibilities of RES as solar, aero-, hydro- and geothermal energy sources use in public and residential buildings. Project has introduced a novelty type of contract for Lithuania’s energy market – EPC contract. The model contract research was based on the Norway experience with a cooperation of Inland Norway Energy Agency, to introduce the EPC model and foresee the factors, which are suitable for its successfull implementation in Lithuania. In regard to the aim of the project, a wide range of training courses were held to introduce the problematics and solutions in the area of RES. Trainings were held in the regions of Elektrėnai, Druskininkai, Trakai and Utena and covered topics as – „Consumer culture – innovative thinking“, „Environmental management“ and „Renewable energy sources return calculations“. The important goal of the project was anti-corruption policy and strategy development in Elektrėnai and Trakai municipalities. These activities allowed municipalities to create the means to combat corruption in its administrations, focusing on the processes related to the RES use in the municipalities. The extended training course has taken place to introduce the corruption prevention, professional integrity as well as reconciliation of public and private interests for public servant measures.

Summary of bilateral results

The Inland Norway Energy Agency (INEA) is a regional knowledge centre for energy efficiency and renewable energy, supporting transition to more sustainable energy systems. INEA provided qualified, independent and up to date information and advices about rational use of energy and development of renewable energy sources. INEA provided consultings in preparing feasibility studies, technical requirements for equiment, taking part in Project expeerience Exchange meetings, organised Project publicity activities.
