Description

The main objective of this project is to undertake a series of actions, addressed to reduce homeless people vulnerability and to improve their protection against hate crimes and discrimination. One of the main results will be to create an intersectorial network to monitor and analyze the situation of violence against homeless people in Spain. The network will perform a diagnosis of the situation, a collection of cases and an analysis of the information collected. Other remarkable results will be to create both a common framework and a protocol to act against these situations. The project is planned to have the following results: - Initial diagnosis: analysis of previous experiences and the current situation of the subject - Definition of a framework and a protocol and collection system cases - Training for network members to display the collection system cases - Date of collection and analysis of cases of hate crimes against homeless - Reporting of results and proposals for action to citizenship and social partners - Awareness campaign aimed at different project stakeholders and the public in general

Summary of project results

The hate crimes against those persons that live on the streets is emerging not as a new issue, but as specificly trated one. It is important to remark that the concept of hate crimes in Spain is relatively new, and that the hate crimes against homeless was not included in the Spanish laws until very recently. This means that this project is very innovative, also because the partnership (with NGOs, police, human rights organisations etc) is cross-cutting and has a large know-how in this field. However, there was not an observatory, a diagnosis and protocols on how to act when these hate crimes against homeless appear. A sound study based on 261 in-depth interviews in 5 Spanish regions showed that 47% of homeless have suffered hate crimes. The study and the protocols jointly developed by the partnership and that were disseminated to other NGOs and the civil society and public authorities, was also publshed. Finally, an awareness raising campaign was carried out. The changes occured have to do with the sensitization of the NGOs working in the field, also advocacy actions in order to influence the prosecution of these crimes, networking between police, NGOs and public authorities and specific protocols to fight against these crimes.
