Description

The project addresses the challenges facing NGOs related to the double registration in the mandatory registry of the Ministry of Justice and a second specialized registry which results in excessive administrative burden and overlapping, often incorrect, information. The project aims at streamlining the NGO registration by harmonizing both the legal framework regulating the registries and the collected data. First, the legal framework for the NGO registration will be analyzed. Second, an assessment of the status of registries will be carried out with the help of the 3 main target groups, i.e. the NGOs, the decision-makers and the media. Third, a draft proposal for legislative amendments to the NGO registration will be prepared and disseminated among the stakeholders. The project will benefit NGOs, decision-makers, the media and the public in general.

Summary of project results

The project addressed the challenges facing NGOs related to the double registration in the mandatory registry of the Ministry of Justice and a second specialized registry which results in excessive administrative burden and overlapping, often incorrect, information. The project activities helped carry out a detailed assessment of the existing registration system and formulate specific proposals to revise the system. The proposals were presented to the attention of the main stakeholders and the competent institutions. The overall project impact can be seen in ensuring the necessary analytical foundation for the follow-up revision of the system of NGO registers. In the course of project implementation the organization gained the needed support from the stakeholders to continue the reform along the lines outlined in the analysis and evaluation. The four main outcomes planned were achieved: an analysis of the legislative framework for NGO registration, an evaluation of the work of the registers in place, a concept and proposals for changes, raised awareness of the target groups and the public about the need to reform the NGO register system. Five project outputs were delivered: a report about the legislative framework for NGO registration, a report from the evaluation of the NGO registers, a concept with proposals for legislative amendments to improve the legal framework of NGO registers, a policy brief with the main conclusions and recommendations from the project and a round table where the project outcomes were presented.
