Description

The project addresses the absent/low public participation in public policy making and budgeting. The project aims at raising public awareness and increasing the NGO involvement and monitoring of the transparency and efficiency of public policy making via a methodology. First, a methodology for monitoring of policy making and budgeting will be drafted. Second, the current involvement of NGOs and the other stakeholders in programme budgeting will be studied. Third, the draft methodology will be presented to 30 stakeholders (NGOs, the media, social partners) for comments and proposals. Fourth, the plant production policy at the Ministry of Agriculture and Food and the innovation policy at the Ministry of Economy will be monitored. Finally, the findings will be presented to 30 stakeholders at a seminar. The project will benefit the NGOs, the media, social partners and the public. The partner will help with its expertise and will disseminate good practices among the stakeholders

Summary of project results

The project was needed to provoke dialogue and support the introduction of good practices building on the legislative requirements related to transparency and civil participation in the formulation of programmes and policies which are part of programme budgeting. The project aimed at achieving greater involvement of NGOs in programme budgeting, promotion of independent monitoring by NGOs and other public groups concerned of transparency and efficiency of formulation and budgeting of policies on central level and promotion of NGO participation in the process. A methodology for independent monitoring by the NGO sector of transparency and efficiency of policy formulation and budgeting was developed under the project. The methodology was applied in practice through the monitoring of two specific policies (the policy on promotion of entrepreneurship and innovation at the Ministry of Economy and the policy on plant growing at the Ministry of Agriculture and Food) in two pilot ministries. The methodology, surveys and discussions carried out helped establish the current status of transparency at the selected pilot ministries and contributed to greater involvement of NGOs with regard to accountability and transparency of public institutions as well as to better dialogue. During the project many valuable pieces of advice and commentaries were received about its implementation. In addition, many more ideas about future projects arose. Contacts were made with other organizations, institutions and social partners which will help the project promoter further develop and implement other ideas related to good governance, transparency and sustainable development.
