Description

The project addresses the need for greater involvement of NGOs as in the decision-making process and greater recognition of NGO role by the central and local authorities. The project aims at strengthening and building the capacity of the 130 members of the applicant’s network for participation, monitoring and dialogue with the local, regional and national authorities. First, mechanisms for permanent communication and feedback from the members as well as coordination of opinions will be created. Second, 240 members and partners of the network will meet during 6 regional forums to discuss issues of common interest. Third, 80 people will attend 2 three-day seminars on civil monitoring, advocacy and coordination of joint opinions. Fourth, experience will be exchanged with ECAS. The project will benefit the applicant’s members and partners, other NGOs and local authorities.

Summary of project results

Despite the existing legal requirements, the involvement of civil society organizations in decision-making had been often formal and occasional. One of the reasons is the fact that NGO efforts have not been coordinated sufficiently well. This issue made it necessary for Citizen Participation Forum (CPF) to develop this project to boost its capacity and the capacity of its network. Civil Society Monitoring Standards and Mechanism for Communication and Coordination of Opinions were developed under the project and 8 causes for joint civic engagement were identified. The following project activities were carried out: two advocacy campaigns titled The Banned Referendum and NGOs – We Change the Community, six regional forums attended by 207 members and partners of CPF, two advocacy workshops for 80 representatives of network member organizations and a National meeting attended by more than 100 network members and partners. In addition, General Assembly of CPF took place and an annual work programme was adopted. The CPF also had its website developed (www.fgu.bg) and its office equipped. The project participants upgraded their capacity, shared experience and formulated joint steps for development. The advocacy campaigns helped CPF members start working as a team and influence decision-making. The project had a positive impact on all stakeholders. The CPF network has been already recognized, popular and respected by local and central authorities. The CPF opinions are taken into account in decision-making. What is more, CPF successfully attracts new partners with its reputation. The successful placement of CPF and its growing authority have been recognized by the media as well.
