Description

The administration of Latgale''s planning region and local governments have extensive and long-term experience in implementing international cooperation programmes in various fields.

The Hamar municipality has developed an environmental and climate sub-plan (2019-2030). The plan aims to contribute to the reduction of greenhouse gas emissions and global sustainability targets for the municipality of Hamara, together with citizens and other partners. In the plan, the municipality sets ambitious future objectives, the direction of which is also binding for participants.

Summary of the results

Within the  initiative, two representatives from nine Latgale municipalities and two representatives from the Latgale Planning Region (LPR) participated, constituting a delegation of 20 individuals from Latvia. The objective of the initiative is to exchange experiences with the Hamar municipality in Norway. The aim of the visit was to gain insights into service organization, the implementation of environmentally friendly solutions, and public involvement in decision-making processes. During the visit, meetings were arranged with specialists from the Hamar municipality and various municipal enterprises. The visit provided a broad overview of municipal operations, allowing specialists to explore and discuss the specifics of their work. Additionally, meetings with enterprises provided LPR representatives with insights into the efficient utilization of resources, such as using the heat energy and gas produced in manufacturing processes for heating company buildings and for the benefit of the public. Throughout the visit, Norwegian specialists also showed interest in Latvia and Latgale, potentially leading to further projects aimed at strengthening cooperation. As a result of this event, bilateral relations with the donor country have been fostered, and an exchange of experiences among municipal representatives has been facilitated to find innovative, environmentally friendly solutions for enhancing the quality of life in Latgale''s municipalities.
