Description
The general objective of the project is to create a set of actions and a system for monitoring and controlling the reduction of the carbon footprint of Onești Municipality, by reduction of pollution from various pre-identified sources. Project foreseen the following specific objectives: - elaboration of a Climate Change Mitigation and Adaptation Strategy/Plans in Onesti Municipality; - establishing a mechanism for monitoring and controlling the proposed actions; - assigning a team responsible for monitoring and implementing the strategy; - setting physically and temporally sized objectives to start proposed actions. The project implementation comprises the following main activities: 1. Communication - the beneficiary will communicate information about the financing obtained, proposed / obtained results, according to the Visual Identity Manual; 2. Procurement - public procurement procedures for all necessary goods and services; 3. Consultation - involving all relevant stakeholders; 4. Elaboration of the Plan; 5. Monitoring - a system for monitoring and controlling the implementation of the projects activities; 6. Reporting - the relevant reports will be prepared for the Programme Operator.
The direct expected results of the project are: - elaboration of a climate change mitigation and adaptation strategy at the level of the Municipality, including the related action plans and green-blue planning measures; - conducting a number of 5 workshops with relevant decision makers; - identification of areas at high risk of climate change; - analysis of areas with low rainwater drainage capacity; - identification of solutions and application methodology for under-grounding electrical / telecommunication cables.
The target groups are grouped into 4 categories: 1. Public institutions, 2. Economic operators, 3. Population, 4. Non-governmental organizations. The direct beneficiaries of the proposed measures are the public institutions. The indirect beneficiaries are the citizens.
Summary of project results
The project aimed to create a set of actions, structured within a Climate Change Mitigation and Adaptation Strategy for the Municipality of Onești, and a system for monitoring and controlling their implementation, actions that will lead to the reduction of the carbon footprint of Onești Municipality, respectively to the reduction of pollution from various pre-identified sources.
The project specific activities development conducted to the realization of:
- workshops for consulting the relevant factors regarding the identification of the issues to be addressed by the Strategy and the measures to solve the identified problems;
- an analysis for identification of areas at high risk of climate change and measures to minimize these risks, including “green-blue” urban planning measures;
- an assessment for identification of areas with low rainwater drainage capacity;
- an analysis of the solutions and a methodology for the realization of the necessary infrastructure for undergrounding of overhead cables;
- The Strategy of mitigation and adaptation measures to climate change for the Municipality of Onesti, establishing physically and temporally sized objectives, in order to start the proposed actions (https://www.onesti.ro/primarie_onesti/sites/default/files/2023-10/Anexa%20strategia.pdf).
The project activities are developed with the involvement of decision-makers and the population in the process of elaboration of the Strategy and selecting the climate change mitigation and adaptation measures.
Through the implementation of the project, increased the population''s and local community awareness on environmental issues, as well as on the potential ways to reduce the carbon footprint of the Onesti Municipality.
The project direct results consist of:
- conducting a number of 5 workshops with relevant decision-making factors for actions to reduce the impact on the environment at the level of the Onesti Municipality;
- identification of areas with high risk of climate change at the level of the Onesti Municipality;
- obtaining an analysis of areas with low rainwater drainage capacity at the level of the Onesti Municipality;
- identification of solutions and methods for undergrounding electrical/telecommunications cables;
- and, as main result, the development of a Strategy for mitigation and adaptation to climate change at the level of the Onesti Municipality (https://www.onesti.ro/primarie_onesti/sites/default/files/2023-10/Anexa%20strategia.pdf), including related action plans and “green-blue” measures.
The direct beneficiaries of the proposed measures are the public institutions responsible for their implementation, especially in the case of energy efficiency projects. The indirect beneficiaries are the citizens living in the Onesti city, who will have better living conditions following the implementation of the action plans.
