Description

In the context of the growing concerns regarding the quantification of the impact of climate change at European and national level, the project by its general objective, targets to elaborate the plan for adaptation and mitigation to climate change for Tulcea Municipality. The specific objectives of the project are: O.S.1 Information and involvement of stakeholders; O.S.2 Completing the greenhouse gas emissions inventory data; O.S.3 Analysis of current and forecasted climate; O.S.4 Analysis of risks and vulnerabilities to climate change; O.S.5 Identification and description of actions to complete the adaptation and mitigation plan.

In order to achieve the above objectives, the following project activities are foreseen: A.1. Involvement of stakeholders; A.2. Analysis of GHG emissions for inventory data in Tulcea; A.3. Analysis of the climatic context at the level of Tulcea Municipality; A.4. Analysis of risks and vulnerabilities to climate change; A.5. Elaboration of the measures plan for mitigation and adaptation to climate change for Tulcea Municipality; A.6. Dissemination of results, publicity and information; A. M Project management.

The direct results ("outputs") refer to: - setting up an advisory committee on the climate action plan; - database collected; - GHG emissions for inventory data; - analysis of climate variability at the municipal level; - analysis of risks and vulnerabilities to climate change; - climate change mitigation and adaptation plan; - organizing conferences; - organizing workshops and information and awareness campaigns for the population.

The indirect results ("outcomes") of the project consist on: - awareness of climate change at the level of the local administration and community; - increase the competence to carry out vulnerability analyzes and risk assessments; - increase the capacity to take measures to mitigate and adapt to climate change; - involvement of stakeholders and population in the process of adaptation to climate change.

Summary of project results

The project aims to develop a Plan for adaptation and mitigation to climate change for Tulcea city, identifying and describing the actions to complete the adaptation and mitigation plan with the active involvement of the stakeholders, based on: (i) a greenhouse gas emissions inventory for Tulcea Municipality, (ii) data of a specific analysis of the current and forecasted climate, and, (iii) information of an analysis of risks and vulnerabilities to climate change of the Tulcea city area.

The project specific activities development conducted to the realization of:

  • The inventory of greenhouse gas emissions in the Tulcea Municipality, considering the situation analysis and collecting data from available sources.
  • A current and forecasted climate analysis for the Tulcea Municipality,
  • An assessment of the risks and vulnerabilities of Tulcea Municipality area to climate change, in which the most significant hazards were identified and evaluated from a quantitative point of view.
  • The Plan of mitigation and adaptation measures to climate change for the Municipality of Tulcea, based on the thorough knowledge of the local situation with regard to greenhouse gas emissions, as well as climate extremes, identified vulnerabilities and affected sectors (https://www.primariatulcea.ro/noutati/programul_ro-mediu/).

The project activities are developed with the involvement of decision-makers and the population in the process of elaboration the plan for climate change mitigation and adaptation measures.

The information and publicity process comprised a series of actions and workshops, which helped to inform the target groups and all stakeholders (local and regional public authorities in the field of environmental protection, universities, educational agencies and institutions, research and development centers, non-governmental organizations, private organizations, private groups and companies) of the project activities and results.

The project results consist of:

- an inventory of the CO2 emissions for Tulcea Municipality;

- a study on climate analysis at the level of the Tulcea Municipality;

- a report on the risks and vulnerabilities to climate change for the Tulcea  Municipality;

- the Plan of mitigation and adaptation measures to climate change for the Tulcea Municipality (https://www.primariatulcea.ro/noutati/programul_ro-mediu/);

- 2 project conferences and 2 workshops (including organizing of 2 information and awareness campaigns), in which data were collected and materials presenting the project objectives, planned activities and expected results were distributed;

- an advisory committee established for the climate action plan.

The results of the project contribute to:

  • the improving of knowledge at the local level (Tulcea Municipality and of the population) regarding the impact of climate change;
  • the increasing of the competence of Tulcea Municipality experts to perform vulnerability analyzes and risk assessments;
  • the increasing of the level of population knowledge regarding the climate change;

the increasing of the capacity at the Tulcea Municipality level to adapt to a changing climate.
