In regards to climate change issue, at the level of administration and local community, the project address issues identified during stakeholder consultations. At the level of Satu Mare Municipality, the actions in the field of climate change were focused mainly on the mitigation component; therefore the documents such as the Municipal Energy Action Plan of Satu Mare Municipality for the period 2011–2020 were developed, defining energetic policies, to reduce CO2 emissions. This project targets the identification of both climate change impact and adaptation measures in critical sectors. From the general objective of the project, the following specific objectives derived: - Analysis of GHG emissions for inventory data in Satu Mare municipality; - Identification of the main intervention sectors, to significantly reduce the CO2 emissions within ATU Satu-Mare; - Assessment of sector risks and vulnerabilities for managing climate change adaptation issues; - Involvement of decision-makers and the population in elaboration process of the plan for climate change mitigation and adaptation measures.
The main project results (”outputs”) are: - Basic inventory of CO2 emissions; - Study regarding the climate analysis of Satu Mare Municipality; - Report regarding risks and vulnerabilities at climate change; - Plan for mitigation and adaptation measures to climate change in Satu Mare Municipality; - Two conferences and two workshops; - Appointment of an advisory committee for the climate action plan; - Organizing two information and awareness campaigns for the population.
The project indirect results ("outcomes") refers to: - Improving the knowledge locally on the impact of climate change; - Increasing the competence to carry out vulnerability analyzes and risk assessments; - Increasing the level of knowledge of the population about climate change; - Increasing the locally adapting capacity at a changing climate.
Summary of project results
The project aims to quantify and improve the capacity for mitigation and adaptation to climate change in Satu Mare Municipality, thorough specific analyses of risks and vulnerabilities for managing of climate change mitigation and adaptation issues, with the active involvement of the decision-makers and the population in the process of elaboration the Plan for climate change mitigation and adaptation measures for Satu Mare Municipality.
The project specific activities development conducted to the realization of:
- The inventory of greenhouse gas emissions in the Satu Mare Municipality, considering the situation analysis, collecting data from the local community, and the additional data collected by INCDPM partner from available sources. The greenhouse gas emissions situation of the main intervention sectors, contributes to establish the necessary actions within the plan, in order to significantly reduce the CO2 emissions within the administrative area of Satu-Mare, and to reaching the reduction target set-out by EU for 2030 year.
- A Climate analysis in the Satu Mare Municipality, as a part of the initial steps of the climate risk analysis process: (i) analysis of the present climate and climate variability, thus, evaluating the vulnerability to the existing climate and to the recorded climate effects, considering the municipality has been facing increasingly frequent heat waves, and, also, important floods that can affect both the population and economic agents in past recent years; (ii) obtaining a Climate projection for the period 2021-2030 for the category of natural risks considered for Satu Mare Municipality (the risk of flooding caused by the failure or exceeding of the defense dams in the Someş River meadow, as well as risks related to exceptional meteorological phenomena).
- An assessment of the risks and vulnerabilities to climate change by: (i) identification of activity sectors and vulnerable zones; (ii) prioritization of adaptation sectors. The assessment of the vulnerabilities of urban sectors to the impact that climate change has, helped to identify and prioritize adaptation measures by assessing the adaptation capacity in the area of Satu Mare Municipality.
- The Plan of mitigation and adaptation measures to climate change for the Municipality of Satu Mare (https://www.primariasm.ro/ro-mediu), based on the thorough knowledge of the local situation with regard to greenhouse gas emissions, as well as climate extremes, identified vulnerabilities and affected sectors. The Plan comprise key measures, selected from an extended list, following their prioritization by categories of importance and taking into account their implementation capacity. The Plan, with the selected measures, contains details regarding the terms, responsibilities, costs and financing.
The project activities are developed with the involvement of decision-makers and the population in the process of elaboration the plan for climate change mitigation and adaptation measures.
The information and publicity process comprised a series of actions and workshops, which helped to inform the target groups and all stakeholders (local and regional public authorities in the field of environmental protection, universities, educational agencies and institutions, research and development centers, non-governmental organizations, private organizations, private groups and companies) of the project activities and results.
The project results consist of:
- an inventory of the CO2 emissions for Satu Mare Municipality;
- a study on climate analysis at the level of the Satu Mare Municipality;
- a report on the risks and vulnerabilities to climate change for the Satu Mare Municipality;
- the Plan of mitigation and adaptation measures to climate change for the Municipality of Satu Mare (https://www.primariasm.ro/ro-mediu);
- 2 project conferences and 2 workshops;
- an advisory committee established for the climate action plan;
- 2 information and awareness campaigns for the population.
The results of the project contribute to:
- the improving of knowledge at the local level (Satu Mare Municipality and of the population) regarding the impact of climate change;
- the increasing of the competence of Satu Mare Municipality experts to perform vulnerability analyzes and risk assessments;
- the increasing of the level of population knowledge regarding the climate change;
- the increasing of the capacity at the Satu Mare Municipality level to adapt to a changing climate.
