Description

The project aims the neutralization of the area from the point of view of environmental impact.

The general objective is the improvement of the state of the environment and the reduction of the adverse effects of pollution generated by the temporary landfill. Specific objectives are: (1) Improving the capacity of the Administrative Territorial Unit''s to manage the risks involved by the chemicals and hazardous substances; (2) improving the ecological state of the habitat occupied by the temporary landfill by restoring of the area.

The main activities are: A1. Mobilization of management and implementation team;  A2. Contracting and the execution of services (A.2.1. The contract for project management services; A.2.2. The contract for the elaboration of the technical design and technical assistance during the execution of works; .2.3. The contract for the verification of the technical design and for delivering Verification Reports of the Technical Design; A.2.4. The contract for information and communication services; A.2.5. The contract for financial audit services; A.2.6. The contract for site inspection)  and works;(A.2.7. The contract for works).  

The the direct (outputs) result of the project consists in  1 temporary landfill closed and the indirect (outcomes) result of the project refers to the population benefiting from the measures to close the temporary landfill - the population of Suceava Municipality of 124,552 inhabitants.

Summary of project results

The implementation of the project had in view the reconversion of a degraded land, with the aim of improving, revitalizing and reducing pollution, in accordance with the fulfillment of the legal obligations of the Suceava Municipality, namely the reduction of the adverse effects of pollution generated by the Ipotești temporary municipal landfill, Suceava County, through the actual achievement of the technical activities of: (i) planning and implementation of the plan of measures for the closure of the Ipotești Municipal temporary landfill in a period of only 18 months, and (ii) the promotion of the innovative solution proposed for the in-situ closure of the Ipotești municipal temporary landfill, by injecting air into the body of the lanfill.

The implementation of the project activities materialized through:

  • The elaboration of the technical project for the execution of works within the project.
  • The execution of the actual works for closing the temporary municipal landfill Ipotești, Suceava County. The works for closing the temporary municipal waste deposit meant the implementation, under the strict supervision of authorized experts, of the following specific technical activities: site cleaning; waste relocation; leveling and compacting excavated waste from the edge areas and from the body of the deposit; construction of a temporary site road on ramps/berms; compaction and leveling of filling material on ramps; arrangement of temporary perimeter road/land; making vertical drillings; realization of the drainage and leachate collection system; leveling and compaction of the fill material;  implementing the covering and waterproofing system; realization of the system for the collection and evacuation of surface water; installation of auxiliary sistems of equipment; fencing and planting vegetation (300 white birch trees were planted); installation of the SCADA system.
  • The completion of the works and obtaining the main result of the project - 1 temporary municipal landfill closed safely, through an innovative method (complete waste aeration with low energy consumption – aerobic stabilization in-situ). Due to aeration, the biodegradable organic components of the leachate emissions are transformed more quickly, thus nitrogen concentrations in the leachate can be significantly reduced, and carbon conversion in the aeration phases (gas path) is considerably increased, so carbon emissions decrease.
  • The fulfillment of information and communication activities, respectively:

The project pursued the implementation of two specific objectives, respectively:

1. Improving the capacity of the local authority to manage the risks caused by chemicals and hazardous waste.

2. Improving the ecological condition of the habitat occupied by the temporary municipal waste deposit, by restoring the area.

The 6 contracts concluded and developed according to the specifications represent also a measure of improving the capacity of the local authority in terms of the ability to organize and manage the implementation of the project.

The main result of the project, which is also the main indicator of the successful implementation of the project''s activities, is represented by 1 temporary municipal waste deposit closed by applying an innovative method.

Through the works carried-out, the base layer was decontaminated, the gas and rainwater collection infrastructure were created, the soil was stabilized, the negative visual impact was reduced and a system was implemented that monitors the area to avoid air, soil, subsoil and border river pollution. To the west of the temporary waste landfill, about 200 meters away, there is a public road, and the nearest residential area is about 2 km away. The Suceava River stretches along the western side at approx. 250 meters.

The closure of the landfill will benefit the residents of the Municipality of Suceava (approximately 105,000 people in 2011), as well as a number of 5,200 economic agents (including public institutions) with approximately 31,500 employees.
