Description

The objective of this project is the improvement of well-being of children and young people at risk. At the present time, there is no effective and multi-disciplinary network of outpatient and outreach prevention and support services for vulnerable children up to the age of 3 in the Czech Republic. In this respect, the protection of children’s rights is currently undergoing a reform. Consequently, the main objective of this project is to draw up comprehensive plans to transform residential care, particularly for children up to the age of 3 in Zlín Region. The project is expected to contribute to reducing the capacity of residential services (the planned reduction in the capacity of services for vulnerable children affected by the transformation will be at least 50%) and to prevent children being placed outside their families. This project focuses on two facilities for children under 3 years old – Centre for Children in Zlín and Nursing and children centre in Valašské Meziříčí. The third institution provides service to older children. Thanks to the project several analyses (analysis of the region, analysis of the needs of the families and children and analysis of the potential of the individual facilities) will be elaborated and, in particular, transformation plans for the individual facilities will be prepared. The long-term goal is to establish an effective network of services for vulnerable children and families in the Zlín region.

Summary of project results

Main purpose of the project together with all outcome and output indicators were successfully fulfilled. Three transformation plans of institutions - Children's Home and Elementary School of Liptal, Children's Center Zlín and Center Áčko - in the Zlín region were approved by the Council of the Zlín region. As a result of the project, two children's homes for children under 3 years of age were cancelled and there was a decrease in the residence capacity in the Children's Home and the Liptál Primary School for children above 3 years to 50%. Thanks to additional project activity, three documents with description of services were produced and were used by transformed institutions and five technical documentations for further use were elaborated. Social workers acquired and deepened their competencies based on several trainings, seminars and workshops. The Zlín Region gained further foreign experience thanks to cooperation with Dutch expert and Icelandic Government Agency for Child Protection in the framework of bilateral study visit in Iceland (financed from the Bilateral Fund). Multidisciplinary dialogue and cooperation was also deepened as a result of successful communication strategy realized throughout the whole project implementation.
