Description

The aim of the project is raising of awareness about the use of socially responsible public procurement for the sake of social enterprises that will lead to higher transparency of public authorities and more effective use of public money. The project builds on activities that P3 already implemented in collaboration with the Agency of Social Inclusion that is the cooperative organisation in the project. Its target groups are public authorities and social enterprises. We describe good practice examples, organise 8 seminars and issue a publication. We will mainstream our experience and results in the regions and central government.

Summary of project results

The socially responsible public procurement (SRPP) has a big potencial to influence positively the Czech Republic, but nowadays is its use very limited. The project´s aim was to raise awareness about its practical application, especially in employment of socially disadvantaged people and connection to social entrepreneurship. Its target groups were public administration, social entreprises and NGOs. Agency for Social Inclusion was a co-operative organisation of the project. Due to the project, the up-to-date information and expertise in SRPP was gathered. 11 good practice examples were described (9 Czech and 3 EU). 8 seminars in regions took place for 168 participants. SRPP guide was developed with legislation, good practice examples incl. specific parts of tender documentation and recommendations. A top law firm cooperated at the guide and verified good practice examples and recommendations. The guide includes positive statements on SRPP of 3 ministries – Ministry of Labour and Social Affairs, Ministry of Regional Development and Ministry of Agriculture – and the Agency of Social Inclusion at the Government Office. All of them expressed interest in using it. The Ministry of Regional Development will prepare guidelines for the new public procurement law for the specific SRPP part with the use of the guide. The Ministry of Labour and Social Affairs will use the guide in their ESF SRPP project aimed at raising awareness and consultancy support for municipalities. The Ministry of Agriculture will share the guide with their state enterprises that pilot SRPP. The Agency of Social Inclusion will disseminate the guide with the use of their local consultants to their partner municipalities. The project helped to influence the white paper of the law on social entrepreneurship to include NGO legal forms among possible social enterprises legal forms and to interconnect the law with the public procurement law in using SRPP.
