The main goal of the project is to increase audience participation in cultural heritage events and to prepare and implement the Strategy of Entrepreneurship and Audience Education.

EVENTS PLANNED IN THE PROJECT:

A series of events carried out in 5 Podkarpackie communes with difficult access to culture - the implementation of the events will involve local entities that do not cooperate with each other on a daily basis, e.g. local artists, representatives of various approaches and arts, e.g. music, theater, visual works, dance and literature, national and ethnic minorities, local cultural heritage centers, NGOs, Koła Gospodyń Wiejskich (Rural Housewives'' Clubs), etc .:

  • trainings and workshops in the field of culture management, audience development and entrepreneurship
  • preparation and implementation of the Entrepreneurship and Audience Education Strategy
  • development of the assumptions of the Common Cultural Identification (CCI) for communes from the province of Podkarpackie;
  • disseminating WIK through the implementation of 5 interdisciplinary and multimedia events in communes with difficult access to culture;
  • Conference "Subcarpathian Culture without barriers" - an event summarizing the project and promoting its results

Summary of project results

Main goal: increasing the level of audience participation in events related to cultural heritage by at least 1,500 participants in the period from September 2022 to April 2024 by developing cooperation between Partners and engaging representatives of various communities in the creation and implementation of the Cultural Entrepreneurship Strategy and Audience Development (CEAD) for min. 5 communes in the Podkarpackie Voivodeship with questionable access to culture.
Specific objectives: examining the needs of local communities in terms of participation in culture; increasing the competences and involvement of stakeholders in creating and implementing cultural development strategies in their region; conducting 5 innovative, interdisciplinary events involving minorities in municipalities with questionable access to culture and 2 further events opening and closing the project.
The goals were achieved by creating 5 CEAD strategies, dedicated to 5 Podkarpackie municipalities, taking into account the needs of ethnic and national minorities living there. The partners created interdisciplinary teams consisting of representatives of various environments, and then involved them in planning and organizing 5 innovative events in their municipalities - in accordance with the strategies and newly acquired competences. These were local events.

Actions:
1. Kick-off meeting in Norway. Working session. Participants: 5 people representing the leader and 3 people from the partner non-governmental organization.
2. Recruitment of 5 Podkarpacie communes. Criteria: low access to culture (e.g. due to geographical location), low level of obtaining funds for investments in culture, new level of cultural innovation, high motivation to participate. Additional points were awarded for the involvement of ethnic and social minorities in the project.
3. Building five three-person design teams.
4. Cultural Creators Festival opening the project addressed to the inhabitants of the region. An outdoor event promoting cultural creators, including: minorities, non-governmental organizations, social enterprises, artists, cultural institutions. Among other things, there were games, workshops, promotional activities and other activities aimed at educating recipients in the field of art consumption. Artists from Norway were also invited to present their art and culture. Cultural cooperation was established between artists and other participants of the cultural life of both countries, and practices of sharing knowledge at CEAD were established. The event contributed to promoting the art and cultural heritage of Podkarpacie and Norway.
5. Initiation (1st meeting of project teams - developing Cultural Heritage competences: Entrepreneurship/Management/Audience development) - workshops and creativity training for 15 members of project teams. Conducted by 2 Norwegian experts, supported by a translator and 2 Poles with knowledge in the field of strategy implementation. (2 days x 8 hours)

6. Social diagnosis regarding the needs and expectations regarding the use of local cultural heritage. Volunteers interviewed over 500 local residents using tools prepared by experts. Efforts were made to also conduct a survey among members of minorities. In addition, interviews were conducted with 25 local business representatives to assess their approach to cooperation with artists and cultural institutions and supporting them financially.
7. Study visit to Norway. 15 members of project teams and 5 representatives of the Leader - establishing relationships with Norwegian cultural institutions and strengthening relationships with the Norwegian partner.
8. Insight (second team meeting). 2 Polish and 2 Norwegian experts used the World Café methodology and in-depth interviews to engage participants in a discussion about the goals and needs of various local cultural heritage stakeholders. Job interviews were conducted based on the Business Canvas Model and SWOT analysis. The following things have been identified: target groups, matching the solution to the problem, unique value proposition, reach channels, revenue and cost streams, goal, mission, vision, strengths and weaknesses of the commune in the field of working with cultural heritage, as well as threats and opportunities.
9. Creation of a report (based on activities 4, 5 and 7): conclusions, comments and preliminary recommendations for the creation of 5 CEAD strategies = made jointly by experts from PL and NO.

11. Partners'' meetings in Poland. Monitoring and evaluation.
12. Implementation (3rd team meeting) – strategy implementation. The organization of the events was preceded by workshops for 5 teams on communication and cooperation, creating a schedule, creating the event structure and financial plans. They were made by 2 Norwegian experts using the Design Thinking methodology (16 hours).
13. Organizing 5 interdisciplinary, innovative events in 5 participating municipalities, including: cooperation of artists with experts from Poland and Norway.
14. Partners'' meeting (monitoring and evaluation of the project, evaluation of the strategy, introduction of corrections, preparation of the final conference plan.
15. Podkarpacie Culture Without Barriers Conference - an event summarizing the project and promoting its results.

Results:
- 500 stakeholders in the cultural process surveyed in regard to their needs considering participation in culture;
- 5 municipalities will acquire CEAD strategies,
- 5 innovative, interdisciplinary events, at least 3 of those that involve ethnic and national minorities,
- 2 events to open and finalize the projects,
- 1500 participants of the events
- 15 persons were engaged in team work and raise their CEAD competences (through workshops, study visit). These include 5 each of artists, cultural institution employees and local authorities representatives.

Summary of bilateral results

The partners were in constant contact throughout the entire project implementation period and carried out most of the tasks together, in accordance with the previous plan and current arrangements.The project significantly influenced the deepening of cultural cooperation between both partners through the exchange of experiences, good practices and knowledge sharing. The involvement of experts from Norsensus Mediaforum increased the motivation of teams representing 5 municipalities to participate in the project and complete all tasks at a very high level. The cooperation of both partners was crucial in the process of strengthening the competences and improving the skills in the field of cultural entrepreneurship of specialists from the culture and cultural heritage sector.The experience, substantive and institutional potential of the Partners complemented each other and constituted the strength that allowed the implementation of a complex, multidimensional project. Frequent meetings, consultations and updates, as well as joint planning and implementation of the project made it possible to achieve all the project''s goals and expand it with additional, previously unplanned activities (additional recruitment: board game and workshops in primary schools in Podkarpacie). The achieved indicators exceeded the quantitative and qualitative results of the project assumed at the beginning. This was related to the improvements proposed by the Norwegian partner at the stage of training the project teams. Including experts in the field of project management in this process allowed for the involvement of both representatives of municipalities and other stakeholders in the project, including, above all, residents of the province.
