The project''s goal is to work out the Lower Silesian Vocational Education Development Strategy (DSREZ) by analyzing strategic solutions in the EU and OECD countries and the socio-economic conditions of vocational education in Poland (including Lower Silesia). The project is realized in partnership between the University of Lower Silesia (leader), the Lower Silesian Voivodship (LSV), and the Lower Silesian Regional Labour Office (LSRLO). The project responds to the need to develop and strengthen human capital in LS (the area of influence), complements LSV''s needs, and complements the Development Strategy''s objectives for LSV. It also responds to the challenges of strategic management in the field of vocational education by providing important support for the activities of institutions participating in the project. Project activities are directly in line with the program''s main goal, which is to reduce economic and social disparities in the EEA, which is a long-term benefit in the field of education. Participants of the project are employees of the education sector (representatives of the leading authorities and headmasters of schools providing vocational education), representatives of labour market institutions, and entrepreneurs. Elaboration of strategic assumptions will be preceded by analyzing strategic documents on international and national levels and economic, demographic, and educational conditions of vocational education. The development of strategic assumptions and the definition of cooperation mechanisms between key stakeholders will occur through social dialogue with the use of strategic workshops.
Project results:
1) Comparative report "Existing Strategic Solutions in the Field of VET in the International (EU, OECD) and National Perspective;
2) Report "Determinants of the Functioning of Vocational Education in the Lower Silesia Region";
3) The  Vocational Education Development Strategy for Lower Silesia;
4) Implementing guidelines in Lower Silesia.

Summary of project results

The aim of the project was to develop the Strategy for Development of the Lower Silesian Vocational Education, which would be based on consultations with a wide range of stakeholders divided into four subregions into which the Lower Silesian Region is divided. After extensive consultations, the document will become a document functioning regionally as a reference point for strategic thinking about the development of vocational education in Lower Silesia. So far, the region has lacked a document that would be created in the form of bottom-up consultations with representatives of stakeholders from subregions, taking into account local needs. Therefore, the Strategy for Development of the Lower Silesian Vocational Education document responded to the need to systematize strategic thinking about vocational education in the region.
The document of the SDLSVE (product 3) and the document containing implementation guidelines (product 4) were developed in the form of a document ready for use by the regional authorities to design activities for vocational education in the region, responding to regionally diagnosed needs. Products 1 and 2, which are analyzes of the situation in the region, were created for the purpose of diagnosing the need for a regional strategy, they showed that so far strategic thinking about vocational education has not been carried out in the region, despite the needs resulting from statistical analyzes of the demographic situation of the region.

he implementation of the project became an opportunity to create a network of stakeholders who could meet during workshops and a dissemination conference and talk among themselves about the needs and possibilities of cooperation. Creating a network and establishing new contacts between stakeholders was the most important unintended result of the project. The networking that took place made it possible to think about further projects for the development of vocational education, which are currently being created and will be implemented in the future.

The documents of the Strategy for Development of the Lower Silesian Vocational Education and implementation guidelines had a great impact on local stakeholders by activating them and stimulating them to create further initiatives and projects for vocational education in Lower Silesia. It can be suspected that the documents developed will play a large role in the development of vocational education in the region in the long term.
