Description

The problem approached by the project starts from the low level of consultation, involvement and participation of teachers and students of pre-university education in the decision-making processes and the design of public policies concerning them, at county / national level. Existing professional organizations (trade unions, student and parents associations) rely on internal expertise, but do not have the capacity for extensive consultations at grass-roots level.

The project proposes the creation of a tool for such actions, by developing a web platform with 3000 teachers and 500 students, to be consulted continuously, periodically, thematically and for quick reaction in relation to county / national decisions on topics of education. Periodically, the results of the teachers and students consultation will be published and disseminated to the decisionmakers.

The result of the consultations will be translated into action, in the form of 150 webinars for training, activation and debate on school topics, on topics related to the NGO sector and for the development of watchdog and monitoring skills of 1000 teachers and 200 students. The most active 100 teachers and 20 students, along with 10 local NGOs, will be involved in 20 advocacy meetings with 10 County School Inspectorates, leading to 5 county procedural changes. Following the meetings, 10 Civic School Inspectorates will be created informally. 3 advocacy meetings with national NGOs and the Ministry of Education will lead to a structural change, capitalizing on the results of previous consultation and activation actions. A coalition of 3 national NGOs, 10 local NGOs, 100schools, 10 School Inspectorates and MEC will regulate the operation and future use of the consultation web platform, in order to empirically substantiate the following decisions and policies on public education.

During the reported period, 10 local advocacy campaigns were organized in 10 counties. The campaigns were initiated by 10 teachers selected on the basis of a national call for proposals, supported by collaboration agreements with 10 ISJs. The campaigns aimed at: integration of graduates into work, online communication with ISJ, school dropout, establishment of a school mediator position, promotion of the school''s image, collaboration with NGOs, promotion of reading, differentiated learning-assessment, access to funding sources. Advocacy campaigns included: consultation of 671 teachers based on online surveys, 2 workshops/campaign with school staff and 2 meetings/campaign with ISJ representatives. The campaigns requested support from ISJs to implement the local activities. ISJs provided input, reactions and feedback to the local proposals. 1055 people attended the advocacy events: 578 teachers, 276 students, 21 ONG representatives, 62 ISJ representatives, 96 parents, 10 authority representatives and 12 other participants. An online webinar for pupils was held in December 2023, on the topic of toxic and abusive relationships. The webinar was attended by 313 people, mainly teenagers and young people. On 30 of January, a final advocacy event was organized with live broadcast on Facebook and other channels, with the participation of representatives of the Ministry of Education, ISJ Iași, Edupedu.ro, NGO-World Vision and 5 advocacy campaigns coordinators. 2 video clips were made to promote the project and the advocacy campaigns, that were disseminated among 3243 project beneficiaries, 765 schools, 42 ISJs, 204 NGO representatives. For sustainability, a National Civic Coalition in Education was established by signing partnership agreements with 10 ISJs, 10 school units and 2 NGOs. 150 Civic School Inspectors were 

Objective 1 was supported by promoting the project and registering 3243 teachers and students as beneficiaries on the project website. 17 online questionnaires were administered to which 2623 (1131 at RT1 + 821 at RT2 + 671 at RT3) beneficiaries responded (80% of 3243 registered beneficiaries). The results were disseminated to beneficiaries, schools, ISJs, NGOs. Objective 2 was supported by organizing 6 webinars at RT1, 3 webinars at RT2 and 1 webinar at RT3. The number of participants initially estimated was exceeded: 2482 teachers compared to 1000 indicated in the project and 313 students compared to 200 indicated in the project. Objective 3 was supported at the national level by communicating the research results to the media and other relevant stakeholders, by actively and consistently participating in the public debate on the LIP Project, the Teachers'' Strike and the Scholarship Award Methodology, including by submitting improvement proposals to the Ministry of Education. At the end of the project, 10 county advocacy campaigns were organized with the participation of 1055 people: 578 teachers, 276 students, 21 NGO representatives, 62 ISJ representatives, 96 parents, 10 authority representatives and 12 other participants. The organizational development objective was supported by organizing a final advocacy event of the project on January 30 with live broadcast on Facebook and other channels, with the participation of representatives of the Ministry of Education, ISJ Iași, Edupedu.ro, ONG-World Vision and 5 county advocacy campaign coordinators. For sustainability, a National Civic Coalition in Education was established by signing partnership agreements with 10 ISJs, 10 school units and 2 NGOs. 150 Civic School Inspectors were designated, teachers who signed up for further collaborations within the Coalition
