Description
A Sustainable Energy and Climate Action Plan (SECAP) is a document outlining a way to reduce carbon emissions through better energy use and generation. The SECAP has the potential to reduce utility expenses for residents and businesses, as well as reap environmental benefits. At the moment, Lääne County does not have an existing SECAP. However, this plan is important for the county as it needs to take steps to reduce GHG emissions in order to achieve a sustainable environment for the inhabitants. The SECAP process includes a detailed and strategic framework for measuring, planning and reducing GHG emissions and related climatic impacts.
The objective of the project is to develop a common SECAP for Lääne county municipalities: Haapsalu, Lääne-Nigula and Vormsi. With a common SECAP, the county would like to improve competitiveness, economic growth, sustainable environment, reduce GHG emissions and improve energy efficiency. The SECAP defines concrete measures for climate mitigation and adaptation, with time frames and assigned responsibilities, which will translate the long-term strategy into action.
Summary of project results
The Läänemaa County Energy and Climate plan has been completed.
Summary of bilateral results
The Partner gave their best practice/ it-solution tools and information how to draft a Climate and Energy plan. The Partner also helped to organize a study visit to Viken County where Norwegian best practice was presented. The Partner also gave a presentation at two seminars and shared their experience on drafting this plan.
