The aim of the project is the Implementation of the Regional Adaptation Measures of the Pardubice Region (hereinafter ReSAO). The subject of the presented project is the selection and elaboration of another 10 priority areas for the draft phase of measures, ie elaboration of territorial and settlement studies from the point of view of prevention of negative effects of climate change, especially in the open landscape with overlap into urban ecosystems.
Summary of project results
The current major issue in implementing adaptation measures in the Czech Republic is the low motivation of potential stakeholders and the generally slow initiation of the entire process. The main goal of the project was to demonstrate that adaptation measures can be successfully carried through from concept to realization.
The project’s objectives arise from individual activities (see below), but the primary goal was the implementation of adaptation measures in the broadest sense, specifically:
- Raising awareness about specific adaptation measures in priority areas.
- Developing materials for updating land-use plans.
- Design preparation for adaptation measures.
- Implementation of adaptation measures in practice.
- Promoting adaptation measures through social media, newsletters, and other communication channels.
This comprehensive approach aimed not only to implement specific measures but also to support their wide adoption and effective use at the national level.
Activity 1 – Study of Adaptation Measures in 10 Priority Areas
As part of this activity, studies on adaptation measures were conducted in 10 priority areas, specifically in fourth-order river basins. The goal was to expand the coverage of adaptation measures in the Pardubice region, significantly increasing the overall impact of the project. Additionally, the pool of measures for further project preparation was expanded. The areas were selected based on a multi-criteria analysis and a survey conducted among municipalities in the Pardubice region (see Activity 4). The outputs of this activity are studies consisting of textual sections and graphic appendices. The proposed adaptation measures were discussed with relevant stakeholders.
Activity 2 – Priority Area: Svitava, Hydrogeological Survey, Hydrological Assessment, and Revitalization Proposal
A key foundation for future considerations regarding modifications to the Svitava riverbed was a detailed hydrogeological survey aimed at assessing the risks and possibilities of revitalization. The survey included drilling and geophysical work to determine the soil and geological composition of the floodplain. Infiltration and tracing tests were conducted to assess the infiltration rate and groundwater flow. The quality and quantity of both groundwater and surface water were also monitored.
From a geological perspective, suitable conditions for revitalization were identified primarily in the upper third of the area, between Radiměř and Banín, where clay and loamy soils prevent excessive communication between surface and groundwater. In the lower parts, the substrate is so permeable that the Svitava river would infiltrate too much.
In addition to geological surveys, further analyses focused on surface water and runoff conditions using a hydrological-hydraulic model. The results of these analyses identified risks, outlined recommendations for the next steps, and proposed the parameters for revitalizing the Svitava river and its floodplain.
Activity 3 – Project Documentation and Implementation
This activity focused on the practical preparation and actual implementation of specific measures. Within this activity, the following were completed:
- 7 project documentation reports
- 5 physical implementations of measures.
Activity 4 – Promotion and Publicity
This activity was integrated throughout the entire project. Adaptation measures were presented at seminars, informational and promotional materials were published, and promotional items were distributed. Publicity was also conducted via social media. Near the end of the project, a conference was held to present the project’s outcomes.
The preparation and implementation of adaptation measures is always a long-term and complex process. Therefore, it is highly commendable that the Pardubice Region has successfully built on the initial momentum of the ReSAO project and made significant progress in advancing its goals. This progress includes expanding awareness, conducting in-depth studies, and moving from conceptual planning to real-world implementations.
However, it is important to recognize that despite these achievements, we are still in the early stages of this journey. The road ahead requires continued effort, sustained collaboration with local stakeholders, and further development of project documentation and adaptation strategies. Only through ongoing commitment and long-term investment can we ensure that these measures have a lasting impact and effectively address the challenges posed by climate change.
