Description

The project shall contribute to Outcome 3 ''Enhanced prevention and preparedness to chemical, radiological, biological, nuclear and explosive hazards in Poland''. The main activities in the project shall include:

  • The project will consist of two modules, one focusing on activities regarding analysis, the other focusing on the implementation of training modules and standard procedures. A review on the systemic gaps and analysis of these shortcomings will form the basis for the creation of a national CBRNE coordination and standardisation system
    • All actions will be divided into Working Packages that will be aiming towards creation of a National CBRNE Coordination and Standardisation System (NCSS CBRNE).
    • review and analysis of systemic gaps revealed by the CBRN Shield 2017 exercise.
    • launching a system of alerts on CBRNE threats.
    • establishing innovative training platform.
    • development of standardized procedures for dealing with victims.
    • functional testing of equipment to validate the quality and functionality.
    • establishment and development of a Polish CBRNE working group.
  • The project will enhance the incident response system, including the prevention, preparedness and recovery and better coordination between different authorities by
    • The training of  professional staff.
    • Establishing a national CBRNE System.
    • Procurement of some specialised equipment

Summary of project results

  • Finding and describing system gaps that exist in the services'' response to CBRNE events.
  • Standardising and defining the vocabulary used by services responding to CBRNE events.
  • Creating a strategic algorithm for action in the event of a CBRNE incident.
  • Drafting procedures for the emergency services (first responders).
  • Conducting a detailed systems gap analysis related to the response of services at the scene of a CBRNE incident, as identified in the CBRN Shield 2017 exercises conducted.
  • Reviewing the existing legislation (including acts) on response to CBRNE events.
  • Analysing existing definitions and concepts related to CBRNE topics and create a CBRNE glossary on this basis.
  • Developing a sequential algorithm for action at the scene of a CBRNE incident based on new and existing response procedures, possibly including military procedures.
  • A report describing and why there are system gaps and proposing solutions that will be the starting point for launching the work on the creation of a National CBRNE Coordination and Standardisation System (NCSS CBRNE).
  • Development of a list of definitions and terms (glossary) on CBRNE issues, based on existing glossaries of definitions and terms, including the "EU CBRN Glossary".
  • Development of a document containing an algorithm for sequential action in the event of a CBRNE incident - with a possibility of using units subordinated to the Ministry of Defence.
  • A document specifying draft procedures for the emergency services (first responders).
  • Preparation of a substantive contribution (concerning the results of WP1) to the e-learning platform and VR system (WP3) in the form required by the WP3 package leader.
