strengthening the capacity of public services in the fight against illegal migration and the implementation of asylum procedures with a particular emphasis on vulnerable groups. As part of the Project, training activities are planned to improve the quality of administrative proceedings. The following project will enable officers and employees of the Border Guard and other institutions from all over Poland involved in return activities, i.e. voivodeship offices, the National Labour Inspectorate, the Office for Foreigners, to increase their qualifications and broaden their theoretical and practical knowledge in the field of administrative service for foreigners in this area.

Summary of project results

The project was aim at contributing to increasing the capacity of public services to tackle illegal migration and to strengthening institutional cooperation in the area of migration and asylum, with particular emphasis on vulnerable groups. From the point of view of migration processes, the education of a pesonel working with foreigners plays a very important role. On the one hand, it is important during administrative proceedings (legalization, refugee, return) in relation to foreigners, which means the need to simplify procedures, adapting institutions to different levels of knowledge of foreigners and their knowledge of the Polish language. On the other hand, it is necessary to adapt the training system to the increased cultural diversity of migrants, mental condition and thus to the specific needs of foreigners. The effectiveness of the implementation of national and international legislation on migration and asylum will largely depend on how it is implemented. Bearing in mind the need to conduct administrative proceedings in relation to foreigners in a proper manner, with respect for human dignity, it is necessary to have properly trained officers who will be able to both efficiently apply legal provisions, how to communicate with a foreigner. Therefore, training activities should improve both substantive, linguistic and interpersonal competences.

The project included the organization of: 
- language training in English, Ukrainian, Russian, Chinese and French;
improvement courses/training/workshops in the field of verification and control activities carried out against foreigners (including control of the legality of employment control of the legality of stay); 
- improvement courses in the field of asylum activities, return activities and intercultural communication;
- postgraduate studies "Employment of foreigners on the Polish labor market";
- trainings/workshops covering the phenomenon of human trafficking, and, especially in the context of forced labor identified during the control of the legality of employment of foreigners and assistance for unaccompanied minors and other groups with special needs and support for voluntary returns of foreigners;
- training workshops for BG officers entitled "Negative reasons for the obligation to return and other selected issues in the light of the current case law of administrative courts” 
- training workshops for BG officers "Menipotentiaries – their participation in proceedings falling within the jurisdiction of the BG in the light of the NCP and the NPA" 

The project outcomes are:

- Number of professional staff trained in the area of voluntary returns - 1698 people

- Number of professional staff trained in the area of support for unaccompanied asylum seeking minors and other vulnerable groups - 200 people

- Number of people trained in language courses - 114 people

- Number of people who have completed postgraduate studies - 78 people

- Number of staff trained on trafficking in human beings, particularly in the context of forced labour - 132 people

The activities in the project are provided for the staff of the BG, voivodeship offices, the National Labour Inspectorate and the Office for Foreigners
