Summary of project results
Cascais Smart Pole by NOVA SBE was a living lab resulting from the partnership between Fundação Alfredo de Sousa, NOVA School of Business & Economics, Cascais City Hall, Cascais Ambiente, Get2C, CEiiA, PRIO BIO, Veolia and Avfallsteknisk Montasje AS (Norway). Located in Cascais, the living lab lead the generation of change makers on the path of innovation combined with carbon neutrality, following the municipality''s goals for decarbonization, as well as the national goals defined for 2050. It was implemented in a multifunctional area that integrates housing, commerce, equipment and public areas, acquiring local identity through the sociocultural interaction between residents, students and visitors and covering an area of 4.2ha of green areas.
The project started with the definition of a Roadmap for Carbon Neutrality (1), through the determination of the baseline, in terms of GHG emissions, and the effort to achieve the final goal of the living lab. In order to guarantee everyone''s participation, the Smart Pole Platform (2) was created, assumed as a core instrument of the project, being a virtual platform (App and website) that allows the aggregation and availability of data generated and collected in the living lab, encourage everybody’s involvement, and submit innovative ideas and projects in order to enhance the lab and the municipality as a whole, within a framework of broad collaboration between the municipality of Cascais, Nova SBE, companies, civil society and national institutes and international standards. Specific projects were also developed, namely, the Smart Pole Community (3) where 3 main communities were designed: Sharing Community that intends to instill the concept of circular economy and reuse of goods, MicroGreen Community that explores the concept of community farmers, and a Energy Community contributing to the production and development of renewable energy consumption, Urban Mobility (4) which intended to encourage sustainable mobility behaviors in the Living Lab area, Energy Efficiency (5) with the aim of monitoring Indoor Air Quality through online supervision of the main indoor air pollutants, with this information and data on energy consumption available in a single application, accessible in real time, Circular economy in waste (6) a solution associated with sustainable waste management , through the implementation of a PAYT (Pay as You Throw) system based on gamification that incorporates the various streams of domestic waste and that is accompanied by a new optimized scheme for door-to-door collection of Used Cooking Oil (OAU), the Green Living (7) which provides for the integration of green spaces in an approach to promote measures to adapt to climate change in urban areas, and Smart Pole Market (8), a mechanism for generating and exchanging carbon credits that aims to hold users accountable for their CO2 emissions or to compensate them for avoided emissions resulting from sustainable behavior. The Cascais Smart Pole World Activity (9) was an activity that promoted all previous activities and participatory involvement of all key actors.
The main outcomes of the project are:
Cascais Smart Pole Platform by Nova SBE http://cascaissmartpole.pt; http://cascaissmartpole.com, with the possibility of regular updates and respective monitoring of data generated and collected in the living lab, within a framework of broad collaboration between the municipality of Cascais, Nova SBE, companies, civil society and national and international institutes. This platform includes an individual carbon footprint calculator that allows users to know an approximate value of their footprint compared to the annual average of a Portuguese person, as well as being aware of some measures to improve their footprint.
Smart Pole Community, which involved the mobilization of the internal (local, corporate and academic community) and external target audience (residents of the municipality, partners, visitors and tourists) of the vivo laboratory. The work carried out within the scope of the Energy Community included the creation of a UPAC (Production Unit for Self-Consumption), the increase in solar energy production capacity for self-consumption, and the beginning of the legal constitution of the Renewable Energy Community.
Urban Mobility included an emissions calculation feature integrated into the MobiCascais app, which allows, automatically and free of charge, the carbon footprint of Living Lab companies to be calculated. This functionality aims to make Cascais citizens aware of the amount of CO₂ emissions avoided through the use of public transport, in contrast to the use of individual transport.
Energy Efficiency, with the implementation of an energy optimization system, both for the HVAC system (Heating, Ventilation and Air Conditioning) and for lighting. This system will make it possible to monitor the main indoor air pollutants, with this information and data relating to energy consumption available in a single application, accessible in real time.
Circular economy in waste through the gamification-based Pay as You Throw system, which incorporates the various domestic waste streams and which is accompanied by a new optimized door-to-door collection scheme for Used Cooking Oils (UCO).
Resilient Green Spaces integrated an approach to promote adaptation measures to climate change in urban areas.
Cascais Smart Pole Market, with the calculation of the carbon footprint of existing establishments within the Living Lab area.
The project produced a study on the social impact of the project.
Cascais Smart Pole World will guarantee a citizen-centered laboratory on people, decarbonized, resilient to climate change, promoting a sustainable urban environment. It seeks community involvement in the identification of decarbonisation solutions, resulting in an innovative approach for replicating living lab solutions to other communities. A co-creation approach based on bottom-up logic throughout the laboratory created simple materials and contents that can be integrated into actions in which everyone actively participates.
Summary of bilateral results
The project contributed to bilateral relations with donor countries, with the presence of Avfallsteknisk Montasje AS as a Norwegian partner entity, which provided technical support in the area of development and production of technological equipment for the industrial sectors, and services for collection, storage and transport of waste for public use with proven hygiene quality standards.
