The project “Rehabilitation and modernization of external artificial lighting systems in Veliko Tarnovo” aims to improve energy efficiency through technological upgrading and modernization of outdoor artificial lighting systems owned by the municipality of Veliko Turnovo and to improve the living conditions of the population. The project shall result in: • introduction of a new automated control system for street lighting with two-way data exchange; • replacement of luminaires with new, latest generation LEDs; • use of electricity from renewable energy sources; • replacement of brackets and structural elements for mounting and directing new lighting fixtures; • replacement of power cords in the metal poles to reduce damage due to cable accidents in the poles. The intervention is planned to be implemented in the most populated residential districts of Veliko Tarnovo - "Buzludzha", "Kolio Ficheto", "Kartala" and "Zona - B" with over 37,000 inhabitants. The expected investment results in 150% more efficient capacity installed and reduced emissions above 710 tCO2 eqivalent on annual basis. Main objective: Improvement of energy efficiency through technological upgrading and modernization of the external artificial lighting systems and improvement of living conditions of the population by reducing CO2 emissions on an annual basis, thus realizing annual energy, as well as cash savings. Specific objectives: To ensure the safe traffic of vehicles and pedestrians in the dark hours of the day and create conditions for increasing the capacity of the road networks through: 1. Improving the street lighting energy efficiency and reducing electricity consumption through the implementation of a technical measures package. 2. Improvement of street lighting indicators in accordance with the Bulgarian standard for street lighting BNS EN 13201. 3. Reduction of direct costs of the municipality for street lighting with high quality of lighting provided. 4. Reducing criminal activity.
Summary of project results
The main part of the lighting fixtures in the street lighting system of the Municipality of Veliko Tarnovo before the start of the project activities includes old high-pressure sodium lamps (HPS) with an installed power of 50W to 250W, having a low luminous flux with high energy consumption. The starting equipment for switching on the street lighting is located in a panel at each transformer station or power point, and the exact time of switching on and off is carried out by clocks with a built-in astronomical calendar.
Old HPS type lighting fixtures have been replaced with new high-efficiency LED fixtures. A new automated street lighting management system (ASLM) with two-way data exchange has been introduced. Photovoltaic park and street lighting fixtures with a power of 20W and 80W respectively have been installed. The total installed power of all installed lighting fixtures at the time of submission of the project proposal is 160.94kW, taking into account system losses. With the replacement of all lighting fixtures with new generation LED fixtures, the installed power is 51.68 kW.
The modernization of the outdoor artificial lighting system in the city of Veliko Tarnovo achieves a reduction in the electricity consumed for lighting, respectively the municipality''s costs for its purchase, creates an opportunity for electricity savings, including through the installed solar lights and optimizes the costs of servicing and maintaining the lighting through the implemented management and monitoring system, improves lighting, including at night, and improves the living conditions of the population.

Improved bilateral cooperation with interested stakeholders in the field of energy efficiency to present good practices and future development of the city and the municipality in this regard.
