The project proposal is integrated with and at the implementation stage will be respected the basic principles and values within the EEA 2014-2021, incl. good governance, sustainable development, gender equality and non-discrimination, zero tolerance for corruption.The main project''s goal is to improve the energy efficiency and of the quality of life in Varna municipality through Rehabilitation, modernization and construction of an intelligent system for management and monitoring of the street LED lighting and construction of autonomous Photovoltaic system in part of the Varna town. Specific goals: 1. To reduce energy and maintenance costs for street lighting 2. To improve the living conditions of the population and attractiveness of the municipality 3. To strengthen bilateral relations and partnership with the donor country and to increase the expertise of the municipal administration in the field of energy efficiency, renewable energy and energy management. The main target group are the residents of the town of Varna 475 074 people. Expected results: Reduced costs for street lighting with BGN 109 981,64 incl. VAT and the CO2 emissions with 714,02 tCO2. Strengthened bilateral relations and enhancing the expertise of municipal administration - conducted 2 round-tables and a study visit in Bulgaria and Norway. Provided better living conditions and increased the safety of traffic of motor vehicles and citizens, as a direct result of the modernized street lighting.
Summary of project results
The main objective of the project is to increase energy efficiency and improve the quality of life in the municipality of Varna through rehabilitation and modernization of the outdoor artificial lighting system, construction of an intelligent system for management and monitoring of street LED lighting and construction of an autonomous Photovoltaic system in part of the city of Varna. Over the past 15 years, the street lighting system in the city of Varna has not been completely replaced or overhauled. The lighting fixtures are installed unevenly, and the measurements and calculations of the illumination show that the installed working luminaires do not meet the requirements. The lighting in the city has been operating on a schedule controlled by a photo relay. The infrastructure is outdated, with depreciated and unusable parts and nodes in the system.
Replaced old lighting fixtures with new diode street LED lights with a power of 16W and 32W. Built an autonomous Photovoltaic system, which consists of series and parallel connected photovoltaic cells. Built and implemented a system for intelligent street lighting with full monitoring and control at the level of individual lighting fixtures for the territory of the city of Varna through a web platform based on cloud services for management, control and monitoring of street lighting fixtures, equipped with the relevant communication modules. The system provides information about all accompanying processes. The new street lighting fixtures are equipped with the relevant communication modules and are connected to the already built “City Touch” system, which allows them to be controlled remotely from street lighting management software, including the so-called Light Accounting Software.
Reduced costs for electricity and maintenance of street lighting in the municipality of Varna, as well as improved living conditions for the population, increased safety of vehicle traffic and citizens, and attractiveness of the municipality.

Improved bilateral cooperation with interested stakeholders in the field of energy efficiency to present good practices and future development of the city and the municipality in this regard.
