Description
The subject of the project is the development of the Adaptation Strategy of the City of Frydek Mistek (hereinafter Strategy) to climate change. It will be a comprehensive strategy and planning document that:
• describe the current situation and outlook in a credible and comprehensive manner (using the knowledge of local actors to analyse and evaluate vulnerabilities, adaptive capacity and risks for the city, including impacts on infrastructure and the population);
• sets priorities and adaptation objectives in individual areas / sectors;
• specifies specific adaptation and mitigation measures to respond to identified problems and local needs;
• identifies specific projects (at the level of investment and non-investment projects) for the builtup and undeveloped areas of the city;
• propose an Action Plan for selected investment projects.
The need and benefits of the Strategy are clear identification of adaptation / mitigation measures that will reduce the adverse impacts of ongoing climate change - drought, torrential rains, high temperatures. The target group are citizens of the statutory city of Frydek Mistek (increasing the comfort of living, spending leisure time in and around the city, the most vulnerable groups of the population, i.e. children and especially seniors and sick people) and all entities in the city from the energy, industry and transport sectors (taking responsibility for reducing of energy demands, environmental friendly behaviour and coresponsibility for the quality of life in the city).
Priority areas are forestry, water regime in the landscape, agriculture, urbanized landscape. Potential measures include planting greenery, changing the species composition of forests, restoring water areas and more.
Summary of project results
The aim of the project was to create a comprehensive strategic plan for the environmental sector with a focus on the future for the Statutory City of Frýdek-Místek, which had not previously had such a document available. The main points of the adaptation strategy were:
- To extensively describe the current state and future outlook, including an analysis of the vulnerability, adaptive capacity, and risks for the city''s territory and their impacts on infrastructure and population.
- To establish priorities and adaptation goals in various areas.
- To specify specific adaptation and mitigation measures.
- To identify projects for both built-up and undeveloped areas of the city.
- To propose an action plan for implementing selected investment intentions of the adaptation strategy.
As part of the project, a consortium of implementing, professionally qualified companies collaborated with the Statutory City of Frýdek-Místek to develop a document. This document, when correctly applied, will facilitate the integration of environmental measures into the city''s investment activities, leading to further positive impacts such as improved quality of life for citizens, energy savings, increased attractiveness for tourists, and inspiration for businesses in the city. From the pool of investment projects, the city''s management selected 10 priority initiatives. The strategy developer elaborated on these initiatives in detail and proposed specific elements of blue-green infrastructure for their implementation.
Ultimately, all implemented measures resulting from the Adaptation Strategy of the Statutory City of Frýdek-Místek will bring changes to the city''s residents in the form of favorable living conditions. These changes will include an increase in green spaces, creating more pleasant environments, and cooling effects. Additionally, they will enhance rainwater retention for further utilization, contributing to sustainable water management practices. These improvements will not only enhance the overall quality of life but also foster a healthier and more resilient community. Furthermore, by promoting sustainable urban development, the city will become more attractive to potential residents, visitors, and businesses, fostering economic growth and social well-being in the long run.
