Description

The project aims to set up a quantitative system for data collection, which will allow for better understanding of the situation of Roma in the Czech Republic and will make quantitative comparisons of the situation of Roma with the majority population possible.

The project will, inter alia, include the following main activities:

  • The development, implementation and coordination of an expert platform,
  • Methodological support and consultation in updating the Roma Integration Strategy
  • Research on existing practice of the collection of ethnically sensitive data
  • Quantitative survey focused on extent of support to collecting ethnically sensitive data among relevant agents,
  • Conducting two sample surveys and analysis and evaluation of the data gained
  • Analysis of foreign practice concerning the collection of analogous ethnically sensitive data,
  • Analysis of the legislative and institutional environment,
  • Creation of a method for describing the situation of the target group,
  • The development, management and coordination of a professional and expert platform for taking an opinion to the proposed method of the collection ethnically sensitive data.

Summary of project results

Without the project, there would be no quantitative data on the socio-economic situation of the Roma population in the Czech Republic. Among the main challenges of the project were: the creation of a correct methodology for a sample survey of the Roma population in the Czech Republic; ensuring cooperation between the research team and representatives of relevant public institutions and local experts; implementation of public contracts for data collection; analysis of a large amount of data in a short time.

Most of the activities were preparations for the sample surveys and the creation of a methodology for repeating such surveys in the future, in order to bring comparable data and allow measuring the change in the socio-economic situation of the Roma population in the Czech Republic. These were: analysis of data from the national population cenzus for the construction of the sample set; meetings of platforms, thanks to which the wider professional public was continuously informed about the project; own implementation of sample surveys and creation of methodology. In addition, research was carried out on the current situation in the area of data collection on the Roma population at the national and local level. Furthermore,  two studies were drawn up which analyze from a legal point of view the conditions under which ethnic data can be collected in the Czech Republic.

The main outputs of the project include datasets containing a large number of signs characterizing the situation of the Roma population in the Czech Republic. The database is available to other analytically oriented researchers. Another output is the measuring indicators and a methodical procedure for comparing the values of the monitored indicators in the future and measuring the change over time. Such a comparison enables an empirically based assessment of the inclusive policies impacts. The project promoter had the opportunity to carry out research of an unprecedented scale, which would not have been possible without this financial and time support. The project promoter gained a lot of experience in the field of research on the Roma population.
