Description

The project will contribute to the reinforcement of information exchange and police training. Furthermore, the project will strengthen the capacity of the Czech Police to react adequately to the needs of global international police cooperation and the project will strengthen the dialogue between Police and territorial self-governments.

The project will include, inter alia, the following main activities: 

  • Workshops and practical course for police psychologists and crises intervention specialist, Police education/training conference, workshops with foreign police professionals
  • Trainings and equipment for Anti-conflict team, including bilateral activities such as study visits and workshops with Norwegian Partner
  • International annual conference of the Association of European Police Colleges (AEPC)
  • Creating a new model of cooperation and coordination between municipal and national Police, including evaluation of existing cooperation formulating recommendations on improvement of coordination agreements (catalogue of preventing measures), sharing of data system, exchanging information and good practice between police (municipal, district, regional) and territorial self-government on various levels.

Summary of project results

The project Cooperation of the Police of the Czech Republic with international entities and local government authorities was launched in June 2020. The project consisted of seven key activities. During the implementation of the project, the covid-19 pandemic broke out, which significantly affected the project in its early stages.

The project has benefited the Czech Police in the areas of education, international cooperation, crisis intervention and police-local government cooperation. It has helped to increase the overall efficiency, preparedness and resilience of the police forces, which has a direct positive impact on safety and security.

The project consisted of seven key activities. Key activity No. 1 Organizing an international conference was moved from 2020 to 2023 due to the covid-19 pandemic. The international conference was held in Prague from 12 September to 14 September 2023. The conference was attended by foreign delegates and representatives of the Police of the Czech Republic. The conference presented the latest trends, various training modules for specific police activities. The exchange of good practices and news was presented by Czech, Dutch, French, Slovak and Turkish colleagues. The meeting was attended by police officers from 27 countries. The conference was attended by 96 participants.
The second key activity Strengthening the Competences of Police Psychologists was also affected by the Covid-19 pandemic. The key activity was 6 workshops for police psychologists led by a foreign lecturer. As part of this key activity, a foreign working trip of police psychologists to Israel was to be implemented. The first three-day workshop was online. The second workshop was also online. The remaining three three-day workshops for police psychologists have already been implemented in person under the leadership of foreign lecturers. As part of this key activity, the activity was expanded, which was the expansion of the Crisis Intervention Course activity. This course was taught by specialized lecturers in 4 modules. This involved the implementation of two courses on the Traumatic Incident Reduction method. The courses were implemented in 2023 instead of the planned Core Course Trauma & Practice from the Israel course. The course was led by a foreign lecturer in June 2023 in Prague and in September 2024 in Bratislava.

Within the project, a relatively significant part of the implementation consisted of key activities for members of the anti-conflict team. A total of 280 members of the anti-conflict team were equipped as part of the project. This key activity assisted in the work of members of the anti-conflict teams in the field. Other activities related to members of the anti-conflict teams included the organization of a nationwide one-day exercise in Jaroměř. Compared to the planned number of foreign participants in the exercise (the grant application "One-day exercise in Jaroměř" planned the exercise for 200 members of the Police of the Czech Republic, 100 special police units and delegations from Norway, Slovakia and Poland"), the members of the nationwide exercise were 816 volunteer police officers (216 members of anti-conflict teams and 20 members of the special exercise of the Czech Republic and 600 students). was used in real urban conditions, representatives of Norway, Slovakia, Poland and Austria participated. As part of the development cooperation project, representatives of Moldova also participated in this exercise. Gala evening on September 12, 2022 at the Olšanka Hotel. The gala dinner was attended by the new Ambassador of the Kingdom of Norway to the Czech Republic, His Excellency Victor Conrad Rⱷnneberg, and representatives of the Police CZ.

All key project activities were implemented within the project.
Strengthening and exchanging information and education – the project included the implementation of an international conference where the knowledge and experience of representatives of the Association of Police Schools were transferred. This exchange of information, especially by transferring good practice and using the most modern educational techniques, such as virtual reality, contributes to the modernization and streamlining of police education. The implementation of virtual reality in educational activities enables realistic training in a controlled environment, which can lead to better preparation of police officers for real situations.
Setting a model of cooperation between the police and local government is key to successfully addressing security challenges at the local level. The project contributed to a significant strengthening of cooperation. The project implemented specialized courses led by foreign lecturers for police psychologists. These courses provided police psychologists with advanced techniques and methods for providing support in crisis situations. This includes stress management, rapid decision-making and providing immediate psychological assistance to victims and responding police officers. The courses were led by foreign experts with deep knowledge in the field of psychological support and crisis intervention.
 

Summary of bilateral results

The implementation of the international conference and bilateral cooperation with the police team in Oslo significantly contributed to strengthening international information exchange. The conference participants had the opportunity to share their experiences and best practices, which led to the enrichment of knowledge. This international cooperation enabled the exchange of tactics and experience, which leads to better coordination and more effective management of conflict situations. The nationwide exercise of anti-conflict teams and riot police units allowed for practical verification and improvement of cooperation between different police units, which again leads to readiness in real situations.
