Description

The project contributes to promoting gender equality and improving the balance between work and personal life for a total of 27 families by establishing an inclusive education and care center for children 0-3 years. Women in these families will be supported in their efforts to enter or return to the labor market. Children will benefit from the newly established center through a proper educational environment that stimulate the overall development of their potential and ensure them a good start in life. Fathers will be encouraged to take an active role in the daily care of children. The project will set up a new service for early childhood care and education in Bucharest, with a capacity of 27 places, in an area where there is no such service. The project will follow the indicators: 1 center for child care and early education established, accredited and functional during the implementation period; 1 local campaign conducted; 27 children who access the services established, of which 10 Roma children; 4 focus groups; 5 specific events; 10 women supported to integrate / reintegrate the labor market; 230 participants at the events held within the project. The envisaged target groups consist of families who have children aged between 0 – 3 years living in Bucharest, the Roma populations living in surrounding communities, employees of companies in the proximity of the centre as well as representatives of public authorities and NGOs operating in this field. The centre is accessible both for parents who return to work from parental/maternity leave and for Roma parents living in surrounding areas.

Summary of project results

The General Directorate for Social Assistance Bucharest, through a grant of 342.639 euros opened a center for 27 children, out of which 10 Roma. The main activities that take place within the centre regard child care for children aged 0 to 3 years old, hygiene and primary health care; child supervision during all activities that take place; during the meals;developing physiological and social skills through specific educational activities. Activities for children are age-appropriate and according to the needs, potential and particularities of children 0-3 years of age, on the basis of an annual planning. Special attention is given to the development of the child in all respects: physical development, health and personal hygiene; socio-emotional development; language development and communication; cognitive development; skills and attitudes in learning. All 9 events within the promotion campaign: launch, focus groups, seminar for specialists, special event for parents, closing event, have given attention to an inclusive participation, inviting to participate and to express their opinions representatives of vulnerable communities and the Roma, parents and specialists who work in the social field in the provision of services, representatives of trade unions or employers ' associations. The promoter had to repeat the procurement procedures due to the failure of the tenderers to be present (procedure for site conductivity services) or non-performance of contractual obligations (general design and development studies procedure). Due to these delays, the acquisition of service works was carried out later than initially planned. All of this has resulted in delayed receipt of the necessary permits to operate the center.
