The Financial Mechanism Office (FMO) administers the EEA Grants and Norway Grants on behalf of Iceland, Liechtenstein and Norway. The funding schemes aim at reducing economic and social disparities in the European Economic Area (EEA) and strengthening of bilateral relations with the 15 EU countries benefiting from the funding.

Key areas of support include environment and climate change, civil society, human and social development, cultural heritage and cultural exchange, research and scholarships, decent work and justice and home affairs.

The FMO is affiliated to the EFTA Secretariat in Brussels, reports to the ministries of foreign affairs of Iceland, Liechtenstein and Norway. It serves as a contact point for the donor states, beneficiary states and other stakeholders. The FMO has about 50 employees.

Scope

The Data Quality Analyst shall provide services related to quality assurance of data in the Documentation, Reporting and Information System (DoRIS), by assuring accuracy, completeness, and consistency of the data entered and stored in the system. DoRIS is the main IT system for supporting administration and reporting of the EEA Grants and the Norway Grants. DoRIS is a web based software system, based on .NET, SharePoint, and MS SQL architecture, and is being used by all Beneficiary and Donor States. DoRIS also supports the FMO administration in the day to day running of the office as the main document management and archiving system.
The Data Quality Analyst assures quality of information on the implementation and results of the Grants. S/he is also involved in developing and maintaining a statistical database and data based reporting. S/he supports successful delivery of statistical and qualitative information and reports for the organisation as helps provide guidance for users.
S/he reports to DoRIS System Administrator and Project Manager and the Head of the Results and Evaluation unit.

Tasks
• Review referential and historical integrity of DoRIS data, and monitor compliance of information flows and data stores against data quality standards;
• Develop, document, promulgate, and maintain data quality goals and standards. Identify areas for data quality improvement and help to resolve data quality problems through the appropriate choice of strategies;
• Provide data quality training and consulting services to DoRIS user groups, and measure and report to management on the progress of data quality improvement;
• Analyse statistical and qualitative information, prepare reports and communicate results and learning on the Grants;
• Act as “super-user” and helpdesk for DoRIS;
 • Support development and maintenance of IT-reporting systems according to business requirements.

Qualifications

Undergraduate degree in Computer Sciences, Management Information Systems, or related field.

Experience

• At least five years of relevant work in data quality analysis, assurance and reporting;
• Professional experience in database technologies, preferably including MS SQL;
• Experience in writing queries and stored procedures in SQL;
• Familiarity with Microsoft Reporting Services, statistical packages and analysis techniques;
• Experience in programming will be considered as an asset.

• Good working knowledge of data quality measurements and data entry improvements;
• Result-oriented approach, and a proactive and cooperative outlook;
• Strong interpersonal abilities, including a dynamic and flexible attitude, and cultural sensitivity;
• Self-reliance and autonomy, but also facility for team work;
• Strong office software skills (e.g. Excel, Access, Word);
• Problem solving and analytical skills.

Languages

• Excellent oral and written communication skills in English;
• Knowledge of another EFTA/EU language is an asset.

Employment Terms

Grade: B6
Annual Salary: EUR 53,864
