Under the EEA and Norway Grants 2009-14, €5.8 million have been allocated to supporting the development of civil society in Portugal by Iceland, Liechtenstein and Norway.
The Portuguese NGO programme is operated by the Calouste Gulbenkian Foundation. The programme supports large and small projects in the following three priority areas:
• Participation of NGOs in the implementation of public policy design and instruments at the local, regional and national levels;
• Active role in human rights, minorities and anti‐discrimination;
• Effectiveness of NGO action.
The call will support projects developed under each one of these three areas, with small projects eligible for grants of between €10 000 and €25 000, and large projects eligible for grants of between €25 000 and €125 000.
The deadline for applications is 1 July 2013.

Partnerships
The programme aims to develop international partnerships that include NGOs from the three donor countries (Iceland, Liechtenstein and Norway) and Portugal. Funds may be allocated to support bilateral relations with entities from donor countries, under the category of large projects or by specific applications to be decided case by case.

Civil society a key priority
Dynamic civil societies are cornerstones in healthy, stable democracies. Non-governmental organisations (NGOs) play a key role in mobilising citizens, promoting democratic values and tackling key concerns within the societies. As a result, support to civil society is one of the key priorities of the EEA and Norway Grants, with NGO programmes established in all 15 beneficiary countries. The programmes aim to strengthen the development of civil society and enhance its contribution to social justice, democracy and sustainable development.
