Programme Summary
Why is the programme needed? The programme is designed to address important healthcare needs in Poland in respect to the ageing population, cancer and perinatal care. According to statistical data, the Polish population is expected to decrease from 38.092 million to 35.993 million inhabitants by 2035. Meanwhile, people now live longer and healthcare has to be adapted to meet the increasing needs of the elderly and dependent people. Cancer remains an important cause of mortality (26% of the total, according to data from the WHO). Additionally, the infant mortality rate is one of the highest in the EU with 5% under the age 1. What will the programme achieve? The programme aims at improving perinatal care with a view to increase the birth rate and reduce infant mortality. It is also expected to enable a better adaptation of health care to address the chronically ill and dependant as well as elderly persons and strengthen cancer prevention programmes in view of reducing the cancer morbidity rate in Poland. How will it be achieved? The programme will be implemented through an open call for proposals which will mainly support the following projects: • Purchase of diagnostic and therapeutic equipment; • Extensions, rebuilding and refurbishment (modernisation) of health care institutions; • Training for medical personnel; • Health education and health promotion services; • Health education and health promotion events. How will bilateral relations be strengthened? The programme will stimulate partnerships between Polish and donor state entities based on the exchange of experience. A website will be set up to provide assistance for project promoters to find project partners in the donor states. What are the partnership opportunities? Project promoters will be encouraged to develop partnerships with donor state entities, as well as engage in networking, exchange, and sharing and transfer of knowledge, technology, experience and best practice. Projects will be selected through open calls. Who can apply for funding under this programme? All Polish public and private bodies as well as non-governmental organisations constituted as legal entities and operating in the public interest, including as follows: • Public and non-public health care institutions providing health services financed from public funds and their founding institutions; • Public health care institutions transformed into capital companies providing health services financed from public funds; • Research institutions functioning in the health care system; • Medical universities or public universities conducting didactic and research activity in the medical science; • Long term care centres financed from public funds and their founding institutions; • Non-governmental organisations operating in the health care field.
