Request for Expression of Interest: New Grant Management System

The Financial Mechanism Office (FMO) is requesting expressions of interest for the procurement of a new grant management system for the EEA and Norway Grants.

The EEA and Norway Grants 2014-2021 represent funding from Iceland, Liechtenstein and Norway to reduce economic and social disparities and strengthen cooperation with 15 EU countries in Central and Southern Europe and the Baltics. For the period 2014-2021, a total contribution of €2.8 billion has been agreed.

On 5th September 2016, a request for expression of interest (REI) for the possible development, implementation and maintenance of a Grant Management System (GMS) to be used by FMO – the secretariat of the EEA and Norway Grants – in the framework of the management of the Grants (Project) has been sent by FMO for publication in the European Official Journal.

The procurement process will be conducted in two phases, being the (i) selection phase and (ii) the award phase. The first phase (i.e. the selection phase), which this Procurement Guidance Document (PGD) relates to will terminate by a selection by FMO of approximately 3 to 6 Candidates on the basis of their Candidacy and the selection criteria set out in this PGD. The selected Candidates will be provided with a request for proposal (RFP) on the basis of which they will be invited to submit a Proposal. FMO will then aim to contract with the Candidate having submitted the best ranked Proposal.

The Procurement Guidance Document (PGD) and its five annexes have been prepared by FMO for the purpose of providing Candidates with guidance in relation to the Project, and the procurement process as currently understood and envisaged by the FMO. The PGD shall enable candidates to submit an expression of interest. 

Deadline for submission of expression of interest is 26 September 2016 at 12 (noon) CET. 

Contracting period: Starting January 2017 (or as soon as possible)

Questions, suggestions for improvement and / or comments should be grouped and will only be answered (in writing) if relevant to the procurement procedure. All such questions and answers will be published anonymously on this webpage under questions and answers. It is therefore advisable to consult this website on a regular basis.
