The Romanian cultural heritage spans far beyond Count Dracula. There are more than 22 000 listed historical monuments and archaeological sites and many natural heritage sites in Romania. Limited funding and knowledge on how to preserve and protect have left much of this heritage in decay. The EEA Grants funded ‘Conservation and revitalisation of cultural and natural heritage’ programme aims to reverse this development by supporting the maintenance and improve the access to this heritage for current and future generations.
Ambitious objectives
The programme supports the renovation of at least four heritage buildings, development of at least two new museums, the restoration of no less than 200 cultural heritage objects and digitalisation of at least 2000 items of cultural heritage value. Funding is also provided for at least 10 exhibitions of heritage of ethnic and cultural minorities, including the Roma. At least 10 % of the allocation for this programme targets activities related to the cultural heritage of the Roma population.
In a pre-defined project, the Museum of South Trondelag in Trondheim, Norway will exchange experience and best practices with the ASTRA National Museum Complex in Sibiu. The project includes the construction of a new indoor museum (Transylvanian Civilisation) and an entrance facility to the Open Air Museum as well as activities aimed at the restoration and reconstruction of a Roma homestead and a cultural animation and education program focusing on inclusion of minorities. €3.5 million is available for the project.
Eventful times ahead
The launch of the programme takes place in Bucharest on 27 November. This event will bring together representatives from the National Focal Point, the Romanian Ministry of Culture, the Norwegian Directorate of Cultural Heritage, the Certifying Authority and the Audit Authority, as well as cultural operators from Romania and the donor states. A matchmaking seminar will be held in Bucharest on 28 November for the ‘Conservation and Revitalisation of Cultural and Natural Heritage' programme and the 'Promotion of Diversity in Culture and Arts within European Cultural Heritage' programme.
First call for proposal for Bilateral relations
The event on 27 November will also include the launch of the Romanian fund for bilateral relations for the 'Promotion of Diversity in Culture and Arts within European Cultural Heritage' programme. The fund provides assistance for partner search for partnership projects and activities, encouraging networking and exchanges as well as the sharing of knowledge and best practices. Special attention is given to Romanian projects that seek to involve partners from Iceland, Liechtenstein and/or Norway. A call for proposals is now out. €247,060 has been allocated.
Eligible applicants in Romania are:
- Public entities: local and national authorities, cultural institutions, higher education and research institutions;
- Non-governmental organisations;
- Natural persons: creators, artists and experts from the field of culture and students.
Eligible applicants in the donor countries are:
- Public bodies active in the field of culture, legally established and based in the donor countries, organised and managed according to the applicable law;
- Non-governmental and non-profit organisations, legally established and based in the donor countries, organised and managed according to the applicable law.
- Natural persons: creators, artists and experts from the field of culture, students.
The total allocation under the present call for applications is 45.000 euro. The maximum size of the grant is 1.500 euro per entity.
The deadline for submitting the applications is December 16, 2013.
