The EEA and Norway Grants support Plan S / cOAlition S and Open Access of research results achieved through our research programmes. With over € 210 million in funding provided by Iceland, Liechtenstein and Norway to research activities across Europe from 2014-2021, it is imperative that the results achieved benefit researchers, businesses and industry, the public sector and the public at large.
During 2019, the research programmes in seven beneficiary states, Czech Republic, Estonia, Latvia, Lithuania, Poland, Portugal and Romania, will be rolled-out and calls for proposals will be launched. All these programmes shall pay particular attention to the implementation of the principles and provisions of Open Access. This means that they shall report on research publications with Green or Gold access and provide funding for Open Access costs to projects.

The Romanian Research programme
Key facts: The programme supports research cooperation on energy, environment, health, society, humanities, information and communications technology (ICT), biotechnology, as well as carbon capture and storage (CCS).
Availability of funding: The first call for applications has been closed. The second call is expected to be launched in autumn 2019.
The Baltic Research programme (Estonia, Latvia, Lithuania)
Key facts: The programme supports research cooperation projects involving research partners from all Baltic States and Iceland, Liechtenstein and Norway. The programme supports research in all scientific areas in fundamental and/or applied research.
Availability of funding: The first call for applications has been closed. The next call is expected to be launched in autumn 2019 and the third call is expected in 2020.
The Polish Basic Research programme
Key facts: Through the basic research programme research teams from the donor states and Poland will have the opportunity to conduct basic research projects within arts, humanities and social sciences, physical sciences and engineering, life sciences and polar. The programme also provides a mobility scheme for researchers going to Poland in all research disciplines.
The programme includes IdeaLab, an initiative designed to develop ground-breaking research and innovation projects through a residential five day interactive workshop during which research projects are created. IdeaLab will include a highly multidisciplinary mix of participants, driving lateral thinking and radical approaches to address the research challenges. The workshop formula encourages the participants to think outside the box, reconceive the world from new perspectives and generate new solutions and understanding.
Availability of funding: The first call of the programme, the GRIEG call, is currently open with the deadline of 17 September 2019. The call for participation in IdeaLab is also currently open with the deadline of 19 August 2019. The call for researchers coming to Poland is expected to be launched in December 2019.
The Polish Applied Research programme
Key facts: The programme supports applied research in the fields of welfare, health and care, digital technology and industry (focus topic: autonomous vehicles), food and natural resources, energy, transport and climate, societal and economic development, and CCS.
Similar to the basic research programme, the applied research programme will include an IdeaLab. The topic will be “Cities for the Future”.
Availability of funding: The call for applications is expected to be launched in September 2019. The IdeaLab is expected to open for applications in November 2019.
Key facts: The programme will focus on applied research and foster cooperation between research and industry through industrial research projects (also involving the necessary activities in oriented basic research), as well as support for projects with a predominance of experimental development.

The Portuguese Blue Growth programme
Key facts: The blue growth programme mainly focuses on business development, innovation and SMEs. The programme includes a research component which will support businesses with a research, development and innovation component, strengthening their competitiveness in the market.
Availability of funding: The call for applications under the research component is expected to be launched in November 2019.
