The EEA and Norway Grants 2009-14 were recently launched, with a presentation of programme areas to be supported and a draft regulation. Fighting corruption and mismanagement will be a key priority in the implementation of the grant schemes, hence the organisation of this workshop in Berlin.
The aim of the workshop is to identify ways of addressing corruption risks in EEA and Norway Grants programming and grant management. Day One will focus on trends and new developments in the corruption debate at the global and European levels, as well as policies and tools to address corruption. Based on this input, Day Two will focus more specifically on the EEA and Norway Grants, and on lessons learnt from previous programmes.
Keynote speaker will be Daniel Kaufmann, Senior Fellow at the Brookings Institution, while other contributors will be from the Secretariat of the Group of States Against Corruption (GRECO), the United Nations Office on Drugs and Crime (UNODC), the e-Governance Academy Foundation, One World Trust, Transparency International, OLAF, the Norwegian Ministry of Foreign Affairs, the Financial Mechanism Office and representatives from Focal Points in the EEA and Norway Grants beneficiary states.
The workshop will provide a platform for sharing experiences, common concerns and good practices. The discussions should help to identify risks and preventative measures in project appraisal and selection, financial management and controls, monitoring and evaluation. The information provided will assist both the grant-making agencies and grantees in mitigating corruption at each step of the grant’s life cycle.
The Norwegian Ministry of Foreign Affairs (NMFA), the Financial Mechanism Office (FMO) and Transparency International Secretariat (TI-S) are co-organisers of the workshop.
