The conference aims to support mutual learning and the transfer of good practices by providing a platform for the exchange of experience and knowledge among policy makers, policy implementers, social service providers and non-governmental organizations of European countries at different stages of deinstitutionalisation processes.The conference takes place under the umbrella of the Lavian Presidency of the Council of the European Union and is organised by the Ministry of Welfare of Latvia with the support of the EEA and Norway Grants.
