Vinje Kommune(NO)

Description

The main objective of the Project is the implementation of measures which will contribute to mitigation and adaptation to climate change. The particular measures will create a synergic effect and will be carried out under the following activities:

  • Development of the Action plan on climate change mitigation and adaptation (incl. analysis of climate conditions, risk analysis, analysis of the territory vulnerability to climate change, monitoring of areas with rapid water drain and extreme erosion),
  • Building sector (reduction of energy intensity of the selected elementary school, installation of an extensive green roof etc.),
  • Energy saving solutions, smart solutions and energy production (modernization of lighting in city park, Installation of the measurement system),
  • Transport (bicycles and bike stands for employees of the Municipal Office),
  • Green and blue infrastructure (e.g. revitalization of the Town park, planting of an alley in the forest park, construction of artificial elements for cooling of public areas, construction of rainwater gardens,
  •  Water management (changing of concrete pathways in the forest park into permeable ones),
  • Measures focused on citizen groups that are most vulnerable to climate change (construction of a playground with workout objects),
  • Soft activities (e. g. education programme for primary school pupils and secondary school students and the public, establishment of a “permanent exhibition exposition” on the implementation of measures and education on reducing the impact of CO2 on the environment in the town etc.).

A Donor Project Partner – the Vinje Kommune is involved in the Project and will cooperate in developing and providing know-how in the preparation of the action plan. The Project is intended for the general public (inhabitants and visitors of the City of Šaľa) with special focus on the elderly people.

Summary of project results

The Project aimed to address following challenges in the field of climate change adaptation and mitigation:

  • Elaboration of action plan to identify priority sectors and needs towards climate change mitigation and adaptation,
  • Implementation of technical measures to reduce CO2 emissions and vulnerability of the urban environment and city inhabitants on climate change negative impacts.

As a part of the city action plan following soft measures were implemented:

1. Analysis of the current amount of greenhouse gases in individual sectors,

2. Analysis of climate conditions,

3. Analysis of risks and territorial vulnerability towards climate change,

4. Monitoring of the areas with fast water flow and extreme threat of erosion or landslides,

5. Establishment of „a permanent exposition“ on implemented measures and education about mitigation of impact of CO2 on the urban environment,

6. Educational programme for pupils and students of elementary and secondary schools, as well as for the public.

In addition, following individual hard measures on climate change mitigation and adaptation were implemented in the city of Šaľa within the Project:

1. Reduction of energy intensity of the objects of the elementary school  by insulation of the external walls, building envelope and roof of the school building (with positive impact on CO2 reduction)

2. Modernization of lighting in city forest park,

3. Installation of a combined switch for accurate measuring of weather conditions including air quality,

4. Purchase of 2 bicycles for employees of the Municipal Office together with 4 pieces of bike stands,

6. Revitalization of the city forest park (with positive impact on CO2 reduction),

7. Planting of an alley in the forest park,

8. Installation of an extensive green roof on multifunctional building situated in the city forest park,

9. Construction of a gutter to lead rain water from the roof of a multifunctional building in the city forest park into a lake and multifunkcional building

10. Construction of 4 artificial shading objects in the forest park for cooling of public areas,

11. Building of rainwater gardens,

12. Changing of concrete pathways in the forest park into permeable ones to increase infiltration capacity of public area,

13. Construction of a playground with workout objects to support physical activities of young and the older people, families with children etc.

Overall, 19 measures on climate change mitigation and adaptation were implemented.

About 0.4 % of Slovak population benefits from living in more climate change resilient and responsive area of city of Šaľa.
