Description

The main objective of the project is to reduce negative environmental impacts of transport resulting from the non-use of sustainable mobility (SM) at local, regional and national level. This will be achieved by modelling and testing 6 regional centres of mobility (RCM), training experts and raising awareness among public. We also emphasise close cooperation with Ministry of Infrastructure that is necessary to secure any systemic changes.
Specific objectives thus address an improved system of planning and management of SM, professional capacity, cooperation and involvement of key stakeholders, and a higher level of awareness of the importance of SM among public.
The NEPN 2020 sets a decarbonisation target of +12% in the transport sector by 2030 compared to 2005. The annual GHG emissions (kt CO2 equivalent) in 2005 were 4,416 kt, which means that target is to reach 4,945.92 kt CO2 per year by 2030. With CO2 emissions in 2017 at 5,541 kt, additional CO2 reduction measures are needed to reach the target.
ReMOBIL addresses the challenges through a learn, test, disseminate, policy change approach, within the framework of set activities. First WP is dedicated to knowledge capitalisation, learning and model building. 2nd WP is dedicated to launch and testing of six Regional Mobility Centres (RMCs) and an APP for MaaS. In parallel, other thematic WP’s will include trainings for professionals and awareness-raising campaigns for public. Strategic Council and consultation with the Ministry of infrastructure is established in order to transfer knowledge to other areas in Slovenia and introduce systematic changes.

The main ReMOBIL results are: regional mobility management modell, a pilot network of 6 RCMs, trained experts and a higher level of awareness among Slovenian population

Summary of project results

The ReMOBIL project addressed the following challenges:
1. the absence of an adequate level of addressing mobility at regional level;
2. the lack of comprehensive and system-wide sustainable mobility (SM) measures to improve the conditions and supply of SM services to reduce the need for private vehicles in the long term;
3. lack of capacity of municipal and regional staff to identify, implement and actively act in the field of SM;
4. lack of national targeted campaigns to promote SM and integrated regional and regional transport.

Lack of the regional administrative level is a weakness in mobility planning and management. In practice, the regional level has repeatedly proved to be crucial for mobility management, as most traffic flows take place at this level. At the same time, it is important also as a link between local authorities and State level. Regional Mobility Centres are an effective tool for solving those issues. The employees at such centres are experts in local/regional contexts and their characteristics, and interlocutors for government departments. This type of regional mobility management model was also being tested in the ReMOBIL project.

The most important result of the project is the mobility management model developed at regional level, which has been put into practice through the establishment of six Regional Mobility Centres (RMCs), which, in coordination with the national level, are responsible for the provision of services relevant for mobility management at national level (activities for government departments whose work is related to sustainable mobility) and those necessary for mobility management at local level (activities for municipalities), with the RMCs acting as a link. RMCs ensure the appropriate development of existing services and the introduction of new solutions in the field of sustainable mobility with appropriately trained staff and help educate decision-makers at regional and local level and users on sustainable mobility issues. The RMCs that were set up in the project, continue to operate also after the project end.

Through 3 awareness-raising campaigns project partners organised several public events, conferences, workshops, etc. Two campaigns were implemented under the umbrella of the European Mobility Week and were promoting the use of sustainable mobility (cycling, walking, public transport, shared mobility…). The third campaign was discussing the Work from home/hybrid work thematic as one of the possible sustainable mobility measures.

Within the ReMOBIL project partners organised 3 different rounds of trainings. In the first one the 4-module set of trainings called "Planning and Management of SM at Regional and Municipal Level" was designed . It was attended by 95 participants. In collaboration with University of Ljubljana, Faculty of Civil and Geodetic Engineering, the ReMOBIL Summer school was carried out and hosted 20 participants. The EuroVelo Route Inspectors Training that was organised for RCM staff had 15 participants. In the reported number there is a total of 119 participants - each participant is counted only once (i.e. individuals who attended more than one training are not duplicated).

The mobility management model at regional level that has been developed in the project is transferable and allows replication to other regional structures in both the Cohesion Region West and Cohesion Region East Slovenia. 

Establishment of pilot Regional Mobility Centres (RMCs) brings new perspective into the mobility planning and management at the regional level in Slovenia. Regional mobility centres, in coordination with the national level (MOPE), are responsible for providing services, relevant for mobility management at national level and at local level (activities for municipalities), where the RCM are acting as a bridge. They ensure the appropriate development of existing services and the introduction of new solutions in the field of sustainable mobility with appropriately trained staff. Their role is also to educate decision-makers at regional and local level and users about sustainable mobility issues. All six RCMs set up in the project will continue to operate also after the project end.

Summary of bilateral results

The donor partner Viken Fylkeskommune was in particular indispensable in the transfer of knowledge and experience gained through the implementation of the "Oslo Package 3" and the transfer of "Testsite Norefjell" practices. In addition to the transfer of knowledge and practices, PP9''s participation in the project had the following main impacts:• Presentation of the Oslo Package 3 from the point of view of decision-making and management structures that can influence the design of an effective inter-municipal, regional and also national financing system for sustainable mobility in the long term. Donor partner hosted Slovenian partners and representatives from Ministries in Oslo, Norway, in November 2022, where Oslo package 3 and Norefjell Testsite were presented. They also participated in the transfer of good practices, regulatory measures and governance system.• Exchange of experiences on the implementation of RCM in regions with a predominantly rural landscape composition, e.g. addressing transport needs in tourist areas such as ski resorts, and acquisition of new knowledge on different modes of regional mobility.
