Description
The project was conceived in the context of increased number the persons with disabilities and of the legislative changes in the field of social services for this category. The main goal is to improve the access of the people from the main target group to services adapted to the individual needs and to increase the level of satisfaction of the target group regarding the quality of services. The main target group consists of 105 disabled adults from Buzau county (Stalpu, Merei, Pietroasele, Ulmeni communes). The secondary target groups are 40 specialists who work with disabled adults and 120 members of the families of the disabled persons.
The activities include: establishing a sheltered housing and a day care center, providing social and medical services for residents as well as for people with disabilities from the communities, organizing training / information and counselling sessions for family members, in order to support them to solve problems related to the care of the disabled person, organising training courses/sessions in the field of socio-medical services for disabled people addressed to specialists. The long-term results concern the ability of the community and of the family to respond to the individual needs of disabled persons and to prevent their institutionalization.
The PP will manage the project and will provide social services; the partner (NGO) will provide support in selecting the target group, training/advising staff from newly established services and family members of the disabled persons, support in the medical evaluation of persons requesting services in the day center.
Summary of project results
The project was carried out in Buzău County, implemented by DGASPC Buzău, and aimed at creating quality services for people with severe disabilities. Given that the number of people with disabilities is increasing nationally, the social assistance system is facing a growing number of beneficiaries, for whom social services are able to cover only a small portion of their specific needs. The focus continues to be on providing social benefits to non-institutionalized individuals, rather than offering recovery and rehabilitation services, socio-professional integration, or home care services.
The project aimed to build a protected housing facility from scratch for individuals with severe disabilities who require 24-hour assistance. The protected housing was established as a family-type alternative to improve the quality of life for people with disabilities who, at the time of the project''s initiation, were living in a center that could no longer meet all their needs. The building of this center was old, deteriorated, and no longer met the legal standards for the care of people with disabilities.
A second construction objective was the rehabilitation of a building where a day center with a capacity of 30 places was established to provide recovery and rehabilitation services for individuals with disabilities. Within this center, the following types of activities and services were offered: social information and counseling, psychological counseling and therapy, massage, kinesitherapy, physiotherapy, neuromotor recovery services, and more.
The main result of the project was the creation of high-quality and sustainable multidisciplinary services for persons with disabilities in Buzău County. From the perspective of alignment with local development strategies, the project proved to be a success, as both the newly built housing and the rehabilitated day center will continue to provide essential services that will substantially improve the quality of life for individuals with disabilities.
