Description

The objective of the project is to improve the national capabilities to prevent incidents, by reviewing and revising the regulatory framework, guides and procedures, by development of ‘best practice’, training of personnel, workshops and technical meetings. Second, to increase preparedness by improving professional competence, training in non-proliferation and prevention of illicit trafficking of nuclear materials and by scientific cooperation. In addition, an information and training centre to accommodate the training activities will be established and equipped. International professional exchanges shall also be supported. The project shall continue the cooperation established within the “Regional Excellence” Project supported by the RO18 Programme under the Norwegian Financial Mechanism 2009-2014.

Summary of project results

In the field of nuclear security, the needs identified at the national level have been aligned with international standards, improvement of personnel training, development of a modern infrastructure for emergency management and implementation of the recommendations of evaluation missions, which have been addressed through a series of measures, which have developed and updated the legal framework, established and endowed new training capacities and implemented new procedures.

This project enhanced nuclear and radiological safety in Romania through the following activities and outputs:

  • A1: Mitigating Nuclear and Radiological Risks: Training and experience sharing were conducted and the regulatory framework was strengthened. These contributed to Output 5.1 Number of regulations, guidelines, and procedures issued and Output 5.2 Number of participants in experience-sharing events.
  • A2: Strengthening Nuclear Security: Training, experience sharing, equipment provision, database improvements, and cybersecurity enhancements were carried out. These contributed to Output 5.3 Number of personnel trained in nuclear security and Output 5.3 Number of participants in experience-sharing events.
  • A3: Enhancing Emergency Preparedness and Response: Training, experience sharing, establishment of a response center, development of a national plan, and a large-scale exercise were conducted. These activities resulted in Output 5.4 Number of personnel trained in emergency preparedness and response, Output 5.4 Number of participants in experience-sharing events, Output 5.5 CNCAN has a functional training and information centre for emergencies, Output 5.6 The information and training centre within CNCAN is equipped and furnished and Output 5.5: Number of personnel trained at the CNCAN centre.

Overall, the project achieved Output 5.1 Number of regulations, guidelines and procedures issued (40) and trained over 505 individuals.

This project significantly enhanced nuclear and radiological safety in Romania through the following activities, resulting in demonstrable improvements and impacting various beneficiaries:

  • A1: Mitigating Nuclear and Radiological Risks: This activity, focused on hazard prevention, resulted in increased professional expertise and a strengthened regulatory framework.

    • Impact: Reduced risk of nuclear/radiological incidents.

    • Beneficiaries: Nuclear professionals, the general public.

  • A2: Strengthening Nuclear Security: This activity, focused on preventing illicit activities, resulted in enhanced security measures, improved material tracking and strengthened cybersecurity.

    • Impact: Reduced risk of theft or misuse of nuclear/radiological materials.

    • Beneficiaries: Security personnel, the general public.

  • A3: Enhancing Emergency Preparedness and Response: This activity, focused on improving response capabilities, resulted in better trained personnel, a functional emergency center and a robust national response plan.

    • Impact: More effective response to nuclear/radiological emergencies.

    • Beneficiaries: Emergency responders, the general public.

  • Overall Project Impact: The project significantly strengthened Romania''s nuclear and radiological safety framework.

    • Impact: A safer environment with reduced risk of incidents and improved response capabilities.

    • Beneficiaries: The general public in Romania, nuclear professionals, security personnel, emergency responders and the Romanian government.

Summary of bilateral results

The partnership between CNCAN and DSA in PDP5 project further strengthen Romania''s nuclear safety and security regulatory infrastructure. Training sessions, experience exchanges, and simulated exercises improved preparedness and response to radiological and nuclear events. Norwegian expertise in emergency management and advanced monitoring equipment was shared through seminars, enhancing Romanian personnel''s technical and operational competencies. Joint exercises simulating nuclear accidents tested and improved real-time intervention capabilities. Experience exchanges provided insights into international emergency response coordination. DSA also benefited from the collaboration, enhancing its own regulatory framework through joint activities with CNCAN in nuclear and radiological safety. The National Exercise Valahia 2023, supported by DSA and the IAEA, demonstrated the strong collaboration and improved response capacities resulting from this ongoing partnership.
