Description

The general objective of the project is to create a set of actions and a system for monitoring their implementation that will lead to the reduction of the carbon footprint of the Municipality of Adjud, respectively to the reduction of pollution from various pre-identified sources. The project has the following specific objectives: - elaboration of a Climate Change Mitigation and Adaptation Strategy in Adjud Municipality; - establishing a mechanism for monitoring and controlling the proposed actions; - assigning a team responsible for monitoring and implementing the strategy; - setting objectives in order to start the proposed actions.

The foreseen direct results (outputs) of the project are- development of a climate change mitigation and adaptation strategy at the Municipality level, including related action plans and green-blue planning measures; - conducting a number of 5 workshops with relevant decision makers for actions to reduce the environmental impact at the level of the Municipality; - elaboration of a study in order to identify areas at high risk of climate change; - elaboration of a study on the identification of areas with low rainwater drainage capacity; - elaboration of a feasibility study on burying underground electrical / telecommunication cables. Indirect results (outcomes) of the project refer to indirectly increase of the public''s awareness of environmental issues at the local community level, as well as potential ways to reduce the carbon footprint, both personally and at the community level.

The target groups, depending on the impact of the project and the relevant actors in the implementation of the resulting measures, are grouped into 4 categories: Public institutions, Economic operators, Population, Non-governmental organizations.The direct beneficiaries of the proposed measures are the public institutions responsible for their implementation. The indirect beneficiaries are the citizens living in the city.

Summary of project results

Increasing the capacity of the local authority to implement sustainable and responsible public policies from the climate point of view, by developing a set of actions and a monitoring and control system of their implementation, which will lead to the reduction of the carbon footprint of the Adjud Municipality, and, respectively, to reduce pollution from various pre-identified sources.

The project aimed at increasing the capacity of the local authority to develop and implement sustainable public policies, by developing a Climate Change Mitigation and Adaptation Strategy at the level of Adjud Municipality, including Action Plans and related green-blue measures, based on:

  • Identification of the main environmental risks at the level of Adjud Municipality;
  • Developing a set of measures to prevent potentially dangerous situations for the environment, the implementation of which will reduce the negative impact on the environment and the carbon footprint of the locality;
  • Identification of the relevant actors in the process of minimizing climate effects by implementing the measures proposed by the action plans;
  • Development of a Climate Change Mitigation and Adaptation Strategy in Adjud Municipality (https://www.adjud.ro/elaborarea-planurilor-de-atenuare-si-adaptare-la-schimbarile-climatice-in-municipiul-adjud/), which will include the information and technical results of the completed specific studies.

Increasing the awareness of the citizens of the Adjud Municipality,  regarding the mitigation and adaptation measures addressing climate change issues  contained in the strategy, was achieved by disseminating information throughout entire project implementation period, by creating and updating the project website (https://www.adjud.ro/elaborarea-planurilor-de-atenuare-si-adaptare-la-schimbarile-climatice-in-municipiul-adjud/?cn-reloaded=1), as well as through press releases and workshops carried out with the relevant decision-makers for actions to reduce the impact on the environment at the level of Adjud Municipality.

The implementation of the project activities led to the achievement of:

-        a study on identifying areas with low stormwater drainage capacity, assessing the current topography, existing sewage systems and the impact of urban development on water management, and proposing technical solutions and action plans to improve stormwater drainage capacity;

-        a study to enabling the realization of the necessary infrastructure for the underground burying of the aerial cables (electrical/ telecommunications), involving detailed analysis of the land, cost estimation and specific technical design to ensure an efficient and safe transition of the electrical and telecommunications infrastructure;

- a Climate Change Mitigation and Adaptation Strategy in the Adjud Municipality, which will also contain the plans for related measures, including detailed analysis of the long-term climate impact, the planning of the necessary resources and ways of integrating sustainable solutions into the urban and social structure of the municipality. In order to ensure a comprehensive and realistic vision in the development of the Strategy, workshops were held (for the consultation of the relevant factors) regarding the identification of the environmental issues and the proper measures to solve the identified problems, ensuring the active participation of the experts.
