Description
The project aims to implement, in compliance with the corresponding legislation, an innovative technology for in situ closure of the temporary waste landfill and solve a major environmental problem of Fălticeni Municipality,. The innovative solution involves a considerable decrease of the hazardous potential due to the significant reduction of emissions that is achieved by aerobic stabilization of the waste deposits, method developed in the laboratory of the Department of Waste Management of the Technical University of Hamburg. By implementing this innovative solution, cost saving opportunities will be achieved, namely: (i) a surface coating in line with the body of the low-emission landfill; (ii) Lower operating costs generated for leachate purification or groundwater remedial; (iii) Lower costs will for the maintenance of the surface cover system; (iv) the subsequent maintenance phase become shortened by several decades and can be re-cultivated earlier.
Specific objectives of the project are: 1. Introduction of waste treated using the proposed technology into the circular economy; 2. Improving local institutional governance in the field of municipal waste management by creating a think-tank on environmental issues in Falticeni municipality; 3. Conduct a comprehensive public information and education campaign on municipal waste management.
The direct results are: 1 temporary landfill closed in Falticeni Municipality, 2 information campaigns carried out, 1 website launched, 1 Good Practice Guide, 1 information board placed, 1 permanent sign placed. The indirect results refer to the awareness of the direct beneficiaries (population of Falticeni Municipality) and indirect beneficiaries (members of the peripheral communities of Falticeni Municipality) on the need to reduce the quantities of waste dumped, to reduce pollutant emissions (soil pollution and olfactory pollution in the area).
Summary of project results
The project aims to solve a major environmental problem of Falticeni Municipality, generating an olfactory disturbance and massive soil pollution, through the implementation of an innovative technology for the in-situ closure of the temporary municipal landfill Falticeni, Suceava county.
The implementation of the project activities led to:
- The implementation of the technical project for the execution of works for the closure of the temporary landfill of Falticeni Municipality. The works were developed under the special surveillance of the technicians/ experts, according to the requirements comprised in the feasibility study “The closure of the temporary municipal waste landfill Falticeni by implementing an innovative technology", elaborated considering the actual state of the landfill. The closure of the landfill, no longer in use, contributed to solving a major environmental problem of Falticeni Municipality, improving the state of the environment in this particular area and removing the negative effects of pollution.
According to the feasibility study, the closure of the temporary municipal waste storage was done in a single stage: the final closure with a surface sealing system and the installation of the final aeration and extraction system of the storage gas, of the surface water collection and evacuation and leachate collection systems. The closure of the Falticeni temporary waste deposit was carried out respecting the technical particularities of the location, as well as those of the national legislation in force.
- The elaboration, in a short period of time, of the procurement documentation for the works development and for the project activities implementation. 13 contracts were awarded. The concluded contracts were not only for the landfill closure specific works, but also for the dissemination of information regarding the implementation and results of the project.
- The elaboration of a Good Practice Guide. The Project Promoter organized 2 information meetings, first one for collecting information for the elaboration of the Good Practice Guide, and the second one for discussions and finalizing the Good Practice Guide format.
- The implementation of communication and dissemination plan. According to the project communication plan were organized, in total, 26 events: 1 launching event, 14 meetings with stakeholders (280 people), 10 dissemination events in schools (general schools, colleges and a school of gendarmes'' sub-officers, 275 participating students), 1 project completion event,
For am extended visibility of the donors and funds, and for a large public dissemination an information panel was located at the city hall and a permanent panel was placed at the landfill.
The project aimed to implement 3 specific objectives:
1. Introducing treated waste through the proposed technology in the circular economy.
2. Improving local institutional governance in the field of municipal waste management, by creating a think-tank on environmental issues at the level of Falticeni municipality.
3. Conducting a comprehensive public information and education campaign on municipal waste management.
The completion of the project, namely the closure of the temporary municipal landfill Falticeni, solved a major environmental problem by stopping soil pollution and improving the landscape of the location.
The project complies with European environmental legislation and ensures the protection of soil and aquatic resources, applying an innovative in-situ closure technology. The structure of the warehouse includes concrete rings and a protective embankment for soil protection. The leachate is constantly collected in a special basin and monitored with sensors, to prevent the risks of pollution; a warning is triggered when the level in the underground warehouse is nearing the upper limit and needs to be vacuumed.
A coating membrane was made, over which, several thousand cubic meters of earth were poured. From place to place were mounted air vents for the removal of inside gases. A solar panel system provides electricity for the entire automation system, including video surveillance cameras, that constantly send images to the entire area.
The project, through the awareness developed campaigns, brings considerable benefits to the community, educating the population on the need to reduce the amount of waste and pollution, that has serious consequences for human health, in particular by releasing harmful chemicals into soil, air and water.
The results of this project are benefitting both for the population of Falticeni Municipality, as well as for the population of neighboring localities. Through community awareness and active involvement, new perspectives are opened in promoting a healthy and sustainable environment for future generations in the Falticeni area.
The 26.741 inhabitants of the Falticeni City and neighboring areas directly benefit from the results of the project implementation – closure of the temporary municipal waste deposit.
