Climate change - Action plan for diminishing and measures needed for adaptation in Sibiu County (SC-PAAMA-CIS-2021)

Description

The main purpose of the project  is to develop action plans for climate change mitigation and adaptation in 2 municipalities of Sibiu county, but also to raise awareness of the effect of climate change in the authorities of Sibiu County, residents and all stakeholders who could intervene to prevent the effects of climate change on communities.   

The general objectives of the project are to detect and identify the impact of climate change in 2 cities of the county and prioritizing the most affected sectors, starting the most vulnerable ones to climate change, depending on the frequency of manifestation and their impact on the environment and the community. The specific objectives of the project are: elaboration of a climate change study for the identification and impact of climate change for medias and Sibiu municipalities; increasing understanding of the impact of climate change, assessing appropriate responses at sector and cross-sector level; developing an informed society aware of the risks generated by climate change, thus contributing to the process of integration, as well as of economic and social development; elaboration of the plan measures for mitigation and adaptation to climate change for Medias Municipality, as well as updating the action plan for adaptation to climate change in Sibiu Municipality with measures for climate change mitigation; elaboration of a Guide of good  practices and awareness regarding the attenuation and adaptation to climate change in Sibiu county.

The direct results are: 2 Action Plans approved by the local councilors (Sibiu and Medias), an updated   Climate Change Adaptation Strategy in Sibiu , 5 focus groups with the participation of stakeholders, a public debate organized with the inhabitants for the dissemination of action plans and strategy, a Guide of good  practices . The indirect results aim at strengthening the relations between the social-economic environment and  the academic institutions.

Summary of project results

Identifying the impact of climate change at the county level and prioritizing the areas and fields most affected by climate change, starting from the most vulnerable sectors (with the highest risk), depending on the frequency of occurrence and their impact on the environment and on the community. Thus, it will be possible to formulate feasible mitigation and adaptation measures, which will be integrated into a climate change mitigation and mitigation plan, designed both on the basis of the needs identified in the county and taking into account the general European context (EU strategy) regarding adaptation to climate change.The direct results of the project are:- Identification of examples of compatible and comparable good practices for the urban and peri-urban territory of the municipalities in Sibiu County, regarding the adaptation of these territories to climate change.- A Matrix of prioritization of sectors vulnerable to climate change and a List of climate change mitigation measures in the municipality of Sibiu- 2 climate studies at the level of the municipalities of Sibiu and Mediaş for a historical period of at least 50 years and for the interval 2021-2050,for the targeted areas.- 2 specialized studies with green-blue urban planning measures that serve educational and social purposes (for the School Center for Inclusive Education no. 2 Sibiu and for the School Center for Inclusive Education Mediaș).- an updated Strategy with climate change mitigation measures for the Municipality of Sibiu, debated in 5 focus groups with the participation of interested factors (2 workshops at the level of the municipality of Mediaș, 1 workshop at the level of the municipality of Sibiu with relevant actors, 1 public debate with actors relevant at the level of Sibiu county)- 2 Action Plans approved by the local councilors from the two municipalities by Local Council Decision: 1 Action Plan for mitigating and adapting to climate change in the Municipality of Mediaş (HCL no. 370 of 24.11.2022; https://eportal.primariamedias.ro/portal/medias/portal.nsf/atasament/AA1E84D31C52F085C22588E60022ECD5/$FILE/SPAASC_Medias_dezbatere_publica.pdf?Open), and 1 Action Plan with climate change mitigation measures for the municipality of Sibiu (HCL no. 464 of 24.11.2022) developed on the basis of priority vulnerable sectors identified for Sibiu county,- A Guide to good practices and awareness regarding mitigation and adaptation to climate change in Sibiu County (https://www.cjsibiu.ro/wp-content/uploads/2022/12/Ghid-de-bune-practici-cjs.pdf)).- An analysis of the perception of citizens on climate change and its impact summarized in a Report on the responses of citizens to the questionnaire (https://www.cjsibiu.ro/wp-content/uploads/2022/01/Perceptia-schimbarilor-climatice-_prezentare_online.pdf; https://danielacimpean.ro/opinia-ta-conteaza-completeaza-acum-chestionarul-despre-schimbarile-climatice-si-impactul-acestora-in-judetul-sibiu/)- An awareness campaign for the citizens of Sibiu county regarding the medium and long-term effect of climate change and its impact on everyday life.As an indirect result, the specialized/climate studies, Strategy and Action Plans regarding adaptation to climate change in the municipality of Sibiu and Medias, resulting from the implementation of the project, led to the strengthening of relations between the socio-economic environment and academic institutions, through the transfer of knowledge from the institutions of higher education for the benefit of society and for its development (for example the 2 specialized studies with green-blue urban planning measures that serve educational and social purposes in special school centers, respectively for the Inclusive Education School Center no. 2 Sibiu and for the Mediaș School Center for Inclusive Education).The implementation of the measures identified in the Action Plans carried out by the project will contribute to reducing economic and social differences by reducing human, material and ecosystem losses and damages, caused by the effects of climate change in vulnerable sectors, both at the local level, in Sibiu County, and, implicitly, in the European economic space.The best practice and awareness guide on mitigation and adaptation to climate change of Sibiu County has facilitated the increase of awareness of the citizens of Sibiu County regarding the medium and long-term effect of climate change and its impact on everyday life.A questionnaire, focusing on the population''s perception of climate change, was created and published on the institution''s website, was promoted at the level of the entire Sibiu county and was sent to all local stakeholders within the project (meetings in July 2022, September 2022), as well as to the representatives of the 2 town Halls - Sibiu and Mediaș. At the same time, for its promotion, a press release and posts on the social media pages of the institution were made (11 articles in the local press; 4701 impressions of the post on the Facebook pages of the institution; 601 people responded to the Questionnaire, of which 500 from the municipalities of Sibiu and Mediaş). The interpretation of the questionnaire was carried out and presented in public meetings by the experts from the UBB in both Sibiu and Mediaş.The Project Promoter considered and created numerous visibility materials (posters, video script, radio campaign, etc.) through which he disseminated the information of interest regarding the topic of the project''s implementation to the residents of Sibiu County and to the interested parties.
