Description

This project aims to strengthen local capacity for smart and fast adaptation to the severity of challenges related to the climate  change mitigation and adaptation  in Bistrita-Nasaud area, throughout: (1) Stimulating local resilience to climate change by promoting blue-green infrastructure; (2) Integrate climate change resilience issues  into the process of identifying technical solutions for: underground placement of electrical and/or telecommunication cables; identification of areas (including roads arteries)  with rain drainage capacity; construction and renovation of buildings in general, public ones in particular, as part of the adaptation to the new legislation on energy-efficiency of buildings from 2020-2021.

Project''s direct results consist in: (1) Elaboration of the strategy  and plan on climate change mitigation and adaptation measures at Bistrita Municipality level; (2) Technical studies (elaboration) on: development of green-blue urban planning measures (elaboration of studies) ; identification of areas ((including roads arteries)  with rain drainage capacity (elaboration of studies) ; underground placement of electrical and/or telecommunication cables (carrying out feasibility studies); solutions to adapt the city to other key categories of urban climate risks (availability of water resources, population congestion at specific points, weather data etc.).

The indirect results  are oriented to:  (1) development of collaboration  relation with local stakeholders, on areas of activity vulnerable to climate change; (2) contribution to the national and European efforts on climate change mitigation and adaptation.

Summary of project results

Strengthening the local capacity for intelligent and rapid adaptation to the seriousness of the challenges related to mitigating and adapting to the effects of climate change by creating a Climate Change Mitigation and Adaptation Strategy for the municipality of Bistrița was the main objective of project implementation, as well as, a Climate Change Mitigation and Adaptation Action Plan. The developed Strategy and Plan will represent programmatic documents for the development of Bistriţa until 2030, as a resilient municipality, adapted to the effects of climate change on its vulnerable sectors, oriented towards protecting the environment and ensuring optimal living conditions for citizens.Development of the Climate Change Mitigation and Adaptation Strategy for Bistrita Municipality (https://www.primariabistrita.ro/wp-content/uploads/2023/06/Strategia-de-atenuare-si-adaptare-la-schimbarile-climatice-pentru-municipiul-Bistrita.pdf), together with the Climate Change Mitigation and Adaptation Plan (https://www.primariabistrita.ro/wp-content/uploads/2023/06/Planul-de-masuri-de-atenuare-si-adaptare-la-schimbarile-climatice-pentru-municipiul-Bistrita.pdf), was based on the realization of 4 technical/feasibility studies carried out during the implementation of the project activities referring to:- the development of green-blue urban planning measures, as new tools, which can help the city to increase its resilience and sustainability, but at the same time to maintain or increase its attractiveness (https://www.primariabistrita.ro/wp-content/uploads/2023/08/Studiu-privind-dezvoltarea-unor-masuri-de-planificare-urbana-verde-albastra.pdf);- identification of areas (including road arteries) with low rainwater drainage capacity (https://www.primariabistrita.ro/wp-content/uploads/2023/06/Studiu-privind-identificarea-zonelor-cu-capacitate-scazuta-de-drenare-a-apelor-pluviale.pdf) - feasibility regarding the underground placement of electrical and/or telecommunications cables (https://www.primariabistrita.ro/wp-content/uploads/2023/08/Studiu-de-fezabilitate-privind-amplasarea-in-subteran-a-cablurilor-electrice-sisau-de-telecomunicatii-2.pdf) - identification at the municipal level of areas with a high risk of climate change (heat islands, meteorological data, availability of water resources and agglomeration of the population in specific points)  (https://www.primariabistrita.ro/wp-content/uploads/2023/06/Studiu-privind-identificarea-zonelor-cu-risc-ridicat-la-schimbari-climatice.pdf).The results obtained through implementing the project were brought to the attention of the general public and disseminated in media through: 10 information posters on L-acrylic support; 2 press releases (https://www.primariabistrita.ro/bioresc-bistrita-oras-rezilient-in-fata-schimbarilor-climatice/), published both in the local press and on the beneficiary''s website and Facebook page (https: //www.primariabistrita.ro/; https://www.facebook.com/primariamunicipiuluibistrita); a project dedicated web-page beneficiary''s website; a roll-up information panel; a final project conference with the participation of stakeholders and the interested population.The most important results obtained from the project implementation, first of all, are: (i) The Climate Change Mitigation and Adaptation Strategy for Bistrita Municipality and (ii) The Climate Change Mitigation and Adaptation Measures Plan for Bistrita Municipality.The technical/feasibility studies, carried out through the project implementation, targeted and substantiated measures to stimulate local resilience to climate change, by promoting at the level of the Bistrita Municipality the blue-green infrastructure and the best practices from various urban sectors, which have already proven their climate benefits. Thus were developed studies regarding :(1) Integration of aspects related to resilience to climate change in the process of identifying technical solutions regarding: local location of electrical and/or telecommunications cables;(2) identification of areas (including road arteries) with low rainwater drainage capacity;(3) the construction and renovation of buildings in general, of public ones in particular, as part of the adaptation to the new legislation on the energy performance of buildings from 2020-2021, pursuing the use of solutions inspired by nature. These "green" solutions are intended to improve air quality and the well-being of citizens, reduce the heat island effect, increase the attractiveness of the area and create new ecological jobs.

For the activites developed during "BiOReSC -  Bistrița, Resilient City in the face of Climate Change" project implementation, the Municipality of Bistrita competed and won in the "GREEN CITIES AWARDS" competition in the sustainable urban planning category, within the "Green Cities Forum" 2023 event.
