Description

Climate change is one of biggest threats to the environment, expected to become more pronounced. Considering the important role of local authorities, in Ploiesti were identified certain problems that affect the capacity of municipality to cope with  climate change, the need to adapt and mitigate the effects produced, such as: (i)  lack of knowledge about its impact; (ii) lack of skills to perform vulnerability and risk analysis; (iii) lack of skills to take action to mitigate and adapt; (iv) poor information and lack of a core of planning, coordination, monitoring of actions in order to adapt and mitigate the effects. The project aims increasing the capacity of Ploiesti Municipality  to face challenges caused by climate change, by integrating knowledge about this phenomenon locally, raising awareness at the local administration and community, and reducing adverse effects of pollution throughout 2 specific objectives: OS1- Developing knowledge  and improving  the capacity to manage  climate change and their impact by developing strategies and plans for mitigation and adaptation    to climate change in Ploiesti, and, OS2-  Raising awareness  of the challenges posed by climate change and the need of adaptation, as well as the need to mitigate its effects and the responsiveness  of the local public authority in the current context, through information and employee involvement at the  authority level local public.

The relevant project results are:  1 impact study   that highlights the influence of climatic parameters of interest; elaboration of 1 Ploiesti Municipality plan to adaptation to climate change (including 1 flood hazard and risk map on  large river basins); analysis and design of geothermally heated  gardens; 1 system to monitoring endangered species, carried with public and private financial support; 1 special management plan for natural habitats; 1 guide of good practice in the forestry flied; conducting workshops and information and publicity activities.

Summary of project results

Increasing the capacity at Prahova County level, with a local focus on the Ploiesti Municipality, to face the challenges caused by climate change and increase the ability to adapt and mitigate their effects, by integrating knowledge and information about these phenomena, as well as increasing the degree of awareness at the administration entities level and at the local community, thus reducing the adverse effects of pollution.

In practice, the implementation of the project activities took place through:- Developing knowledge and improving the ability to manage the effects of climate change and reduce their impact by developing the Strategy and Plan for mitigating and adapting to climate change in Prahova County, based on the achievement of:• an impact study, which highlights the influence of the climatic parameters of interest on the economic activities in the area,• a climate scenario that allows the identification of the necessary solutions for mitigating and adapting to climate change, as well as• other specific studies, such as: analysis and design of geothermally heated gardens; detailed flood risk maps at the locality level for high-risk areas; of traffic, including 3 scenarios; on the state of health of the Ploiesti Municipality community), a Good Practice Guide in the forestry field and 1 system for monitoring threatened species.- Increasing the degree of awareness regarding the challenges caused by climate change and the need for adaptation, as well as the need to mitigate their effects and the response capacity of the local public authority in the current context, through information and employee involvement actions at the level local public authorities.

Project achieved 2 types of results, which refers to: 1. Elaboration of impact studies and climate scenarios for the urban area of ​​Ploiesti Municipality, aiming at collection necessary information to elaborate the Strategy and Plans for measures to Mitigate and Adapt to Climate Changes, such as: (1) an analysis and design of geo-thermally heated gardens; (2) a hazard and flood risk map detailed by the locahttps://63045d1e33ad5.site123.me/ l administration regarding the flood risk at the level of the county''s localities, with priority in the high-risk areas identified on the maps made at the level of the hydrographic basins; (3) an impact study highlighting the influence of the climatic parameters of interest (temperature, precipitation) for different sectors - energy, transport, tourism, industry, water resources, waste, forests and green areas, etc.; a climate scenario that allows the identification of the necessary solutions for mitigating and adapting to climate change.2. Conducting some workshops with the aim of consulting the interested decision-makers, to define the issues and solutions for adapting to climate change with impact both at the local and regional level: 3 workshops and 2 seminars organized for the dissemination of the results by the PP, as well as 1 workshop organized by the Ploiesti City Hall (http://www.ploiesti.ro/AtenuareClimPh/atenuareclimph.phphttps://cjph.ro/proiecte-programe-si-strategii/proiecte-in-curs-de-realizare/programul-pentru-mediu/).3. Summary of bilateral results

The Project Partner - University of Island, shared with Romanian Partners its experience, bringing added value on developing specific studies related to climate changes topic (as example in formation on "Heated Gardens to Mitigate and Fight Climate Change – A Modular Design").
