Description

The project responds to the need of population and decision makers, provides scientific and technical basis for the local and regional implementation of methods and measures for climate change adaptation and mitigation, and stimulates national alignment with climate strategies developed in major European cities, with functional measures already adopted at European level, especially in urban areas.

The overall objective is to meet climate mitigation and adaptation measures in the medium and long term in order to achieve a sustainable and competitive economy, with the integration of climate change adaptation into national and local policies and programs, through which to raise awareness and information for citizens on the negative effects of climate change.

The specific objectives of the project are: OS 1 - Identify current environmental challenges through analizes and impect studies, the results of which can be used in the decision making process; OS 2 - Develop strategies and plans for climate change mitigation and adaptation; OS3 - Development of informational media content for events, workshops and actions dedicated to  the dissemination of the obtained results. As direct expected results the project have: (i) completion of the climate change mitigation and adaptation plan in Campulung Municipality; (ii) improving the level of knowledge of the dimension and impact of climate change in the municipality of Campulung by conducting analyzes and specialized studies; (iii) preparing solid support for implementation of climate change mitigation and adaptation measures; (iv) improving action mechanisms to reduce the impact of extreme weatehr events on the population, economy and biodiversity of Campulung; (v) increasing the level of information and awareness of climate change issues at the level public institutions, public and private companies and population; (vi) increasing well-being of the population and developing the biodiversity of the urban environment.

Summary of project results

Project aimed to address the identification of climate mitigation and adaptation measures for the medium and long term (the Climate Change Mitigation and Adaptation Strategy and Plan for the Municipality of Câmpulung), in order to reach a sustainable and competitive economy, along with the integration of adaptation to climate change in national and local policies and programs, by which to increase the degree of awareness and information for citizens regarding the negative effects of climate change at Campulung Municipality level.

As specific objective, the project addressed also the part of results dissemination, by developing of informative media content for events, workshops and actions dedicated to population information.

The development of the Climate Change Mitigation and Adaptation Strategy and Plan for the Municipality of Câmpulung was based on:

  • The identification of current environmental challenges through:  (i) historical analysis of the impact of extreme weather phenomena (collection of data on 1970-2020 period), in order to highlight the main meteorological results relevant for the Municipality of Câmpulung, which can be used in the decision-making process; (ii) development of impact studies and climate scenarios for the Câmpulung Urban Area - development of climate maps for Câmpulung Municipality and climate simulations, taking into account current climate conditions; (iii) development of climate scenarios - projections of climate change in the period 2021-2050, based on the scenarios and simulations carried out by the Representative Concentration Pathway (RCP) and Euro-Cordex methods, and thus, the creation of an integrated geo-spatial urban database for the Câmpulung  Municipality (including weather observations, land cover/use, population, etc.) for analyzing the effects of climate change at the city scale.
  • The identification of areas with high risk of climate change - identifying urban districts and estimating the size of the population exposed to increasing climate risks associated with the annual and seasonal effects of the surface urban heat island (SUHI) in the city of Câmpulung
  • Overall analysis of the health status of the population and resilience, including socio-economic vulnerability – risks and vulnerabilities of the population
  • Identification of the main generators of greenhouse gas emissions (GHG) at the level of Câmpulung municipality
  • The identification of natural and semi-natural spaces with a critical role of storing greenhouse gases at the local and regional level: the green-blue infrastructure, and a detailed analysis of the structure and functions of the green-blue infrastructure at the level of  Câmpulung Municipality, in order to identify the most important components with a role in the storage of greenhouse gases at the city level and prioritize their protection
  • Activities to identify natural solutions in the urban environment, applicable to landscape, in the context of climate change, through an overall analysis of the current situation
  • GIS analysis of natural and man-made hazards, aimed at the development of studies associated with climate change in order to map, at the municipal level, these hazards.

The 9 activities, associated with project specific objectives, were  materialized in many studies whose results benefits and shall be used in the decision-making process: 1 study for the analysis of the frequency, intensity and impact of extreme climatic phenomena in the Câmpulung Municipality; 1 study including climate maps and climate scenarios, taking into account current and projected climate conditions; 1 study on areas at high risk of climate change: heat islands, analysis of the heat storage capacity of different land uses, land cover in Câmpulung Municipality; 1 analysis study of the impact of extreme climatic phenomena from the point of view of rainwater at the level of the Municipality of Câmpulung; 1 study to assess the impact of climate change on the health of the population and housing/resilience, including socio-economic vulnerability; 1 study with the inventory of the main generators of greenhouse gas emissions at the level of the Câmpulung Municipality; 1 evaluation study of natural and semi-natural spaces with a critical role of storing greenhouse gases at local and regional level; 1 study on the effectiveness of the implementation of some pocket gardens inside collective housing blocks; 1 study to include natural and man-made hazard maps for the Municipality of Câmpulung.

During project implementation the obtained results were presented and discussed with stakeholders and population, to be for their benefits and meet their current needs, for mainstreaming climate change mitigation adaptation measures into decision-making process.

Summary of bilateral results

Project Partner LISD, private company from LIECHTENSTEIN, has expertise in developing advanced urban design solutions for societal challenges affecting cities and urban regions, including issues related to climate change mitigation and adaptation and increasing the autonomy of cities and their carbon footprint, by promoting renewable energies, nature-based solutions, developing food resilience and improving water resource management solutions.Therefore LISD was involved in the activities carried out within the project for:• Overall analysis of the health status of the population and housing, including socio-economic vulnerability (morbidity, mortality, diseases transmitted through food and vectors, air and water quality, allergens, UV radiation, mental illnesses, etc., vulnerable groups).• Identification of natural and semi-natural spaces with a critical role of greenhouse storing with effect at local and regional level - green-blue infrastructure.• GIS analysis of natural and man-made hazards.The experience of LISD Partner, in collaboration with the University of Bucharest, Faculty of Geography, and with the City Hall of Câmpulung , brought added value in the development of the Strategy and Plan for Mitigation and Adaptation to Climate Change in the Municipality of Câmpulung (ADAPT Câmpulung), contributing to a better understanding of the impact of variability and climate change, analyzing the specific adaptation needs in all studied sectors (agriculture, forestry, water resources, biodiversity, energy, industry, energy, transport, tourism and recreational activities, public health, infrastructure and urban planning, insurance, education, information and awareness).
