Description
The project aims at increasing the energy literacy, as well as at transversal knowledge transfer and awareness. The project seeks to address this issue by increasing the desirability, knowledge and skills concerning the area of renewable energy and energy efficiency. In doing so, it puts forward a transferable and scalable architecture, targeting a set of representatives of the society as a whole. The project will facilitate the transfer of good practices between Norway - Romania and will develop a multi-disciplinary context from theory to practice, to facilitate climate literacy workshops for journalists, pupils, young people and public administration stakeholders.
The project brings together Freedom House Inc., Bucharest Branch in partnership with Norsk Energi AS, De-a Arhitectura Association and Cult Market Research SRL, with support from two public authorities - Ciugud City Hall and Sector 6 Bucharest City Hall. The project encompasses a social research component and a research curriculum on formal education.
Indicators:
- number of people self-reporting enhanced capacity/skills related to renewable energy, energy efficiency and energy security: 200;
- number of people self-reporting on improved knowledge related to renewable energy, energy efficiency and energy security: 200;
- number of people completing comprehensive (more than 2 days) trainings on renewable energy, energy efficiency and energy security implemented: 150;
- number of people completing short (less than 2 days) trainings on renewable energy, energy efficiency and energy security implemented: 50;
- a media campaign - 1 million persons reached.
Summary of project results
The project aimed at addressing the low energy literacy of the project main target group in Romania, respectively journalists, young people and public administration stakeholders. The project sought to address the issue of low desirability, knowledge and skills concerning the area of renewable energy and energy efficiency.
The project started with an initial quantitative and qualitative research to establish the current level of environmental and energy literacy and societal appetite for energy efficiency solutions. There have been organized two Eco-camps (knowledge transfer towards high schools, schools and public administrations), as well as webinars aiming at training and experience sharing on energy and green transition topics, with the participation of public civil servants, journalists representatives of companies and professional associations from Romania and Norway. A study visit to Oslo was organized in 2023, and an Energy Forum in Bucharest in 2024, while 30 in-depth articles were published on topics related to the energy sector, all these actions aiming to increase the knowledge and desirability for renewable energy and energy efficiency.
In addition, there were implemented media and advocacy campaigns, together with a dissemination component regarding laws and regulations on energy and energy market.

c) Number of people completing short (less than 2 days) trainings on renewable energy, energy efficiency and energy security implemented: 78 (i.e. persons attending the Energy Forum).
e) Number of people reached by the awareness-raising on renewable energy, energy efficiency and energy security: estimated 572.180 persons reached by 30 April 2024 (the number of people reached will continue to increase even after the project completion as all materials will remain available online).
Further results:
- 79 public servants and 17 journalists have completed short training on renewable energy, energy efficiency and energy security;
- 11 teachers have benefited from comprehensive training on renewable energy and energy efficiency, as well as pedagogical methods necessary for them to convey the information;
- 137 pupils benefited from training on renewable energy and energy efficiency;
- 9 persons participated in the study visit to Oslo.
Summary of bilateral results
The Norwegian Partner, Norsk Energi, was involved in the Eco-camps organized in the project in Bucharest and Ciugud. Representatives of Norsk Energi delivered presentations in the training on important topics such as “Good practices and efficiency planning from Norway” and “Municipal energy and Climate planning”. The study visit in Oslo was organized with the support of the Norwegian Partner. A representative of Norsk Energi was also involved and participated in the Energy Forum in Bucharest.
