Children with SEN, including Roma face negative stereotypes and discriminatory institutional practices in the school environment (e.g. bullying, marginalization,) which increase the risk of dropping out of school. The mainstream education system does not have the human resources with know-how regarding the protection and observance of human rights who have accessed continuous training programs for working with children with SEN or who use assistive materials or teaching and assessment methods adapted to the needs of each student with SEN. The project trains 40 specialists, develops a community of practice consisting of specialists from the public and NGO sector, develops individual or group activities for the benefit of 200 children and young people with SEN, develops working tools in the classroom/counseling for respecting the rights of children and young people with SEN (10 digital learning sessions, 1 online game), monitors and documents inclusiveness issues at the level of mainstream education and runs an awareness campaign on social media on the rights of children and young people with SEN and the development of a positive attitude towards their inclusion. The partner CMBRAE represents the public authority and contributes with the expertise and legitimacy of the legal mandate and the partner from Norway the role of transferring the models of good practice from the international level.
The community of practice will be supported to include more specialists and will be integrated in the other projects and initiatives of the project partners in Romania (coalitions and networks). The digital learning sessions will be available and used after the project will be finished by specialists, teachers and partner organizations from Romania, SECS and CMBRAE, as well as by other specialists in related fields such as school / health mediator, community nurse and school, family medicine, social worker and SPAS services.
Summary of project results
The AsigurAcCES project started with the aim of improving the lives of children and young people with special educational needs so that they have an independent and fulfilled life, through protection against abuse, quality school participation, as a result of which they strengthen their skills and knowledge, become aware and their rights are respected, they are oriented professionally and capitalize on their potential, including by participating in tertiary education and integration on the labor market.
Within the project, 3 training sessions were held for 20 teachers and 20 experts from the NGO environment, 2 needs analyze were carried out for training preparation through 10 interviews with teachers and NGO experts, a report was made on the intervention models and procedures at the international level (good practices) by the Norwegian partner, being also training support. As part of the A4 activity, a community of practice was established, 10 digital learning sessions were held for teachers and parents who have children with CES, 3 online games promoting respect for the rights of children with CES for working with children and young people with CES, activities were carried out by those trained with 200 young people and children with CES. 10 meetings were held to present the activities and provide feedback, and the Norwegian partner developed a comprehensive material on consent and intervention models on this topic.
As part of the evaluation and monitoring activity, a research design was carried out, 46 requests for information of public interest were sent, an online questionnaire was carried out and applied for data collection which totaled 234 responses, 10 semi-structured interviews with specialists. A petition was created and a monitoring report and a policy brief regarding the monitoring framework were created, and the two documents were sent to 48 institutions (school inspectorates). As part of the awareness campaign, 2 animated info clips were made about the CES issue, 48 posts on Facebook and 41 posts on Instagram with 54079 interactions. At the same time, 2 interviews (testimonials) of professionals who work with children and young people with CES were carried out, a live session with the participation of professionals to present good practices and materials were uploaded to the website and the YouTube page.
In terms of impact, 40 specialists and teachers from all over the country were actively involved in protecting human rights and promoting equal treatment for 200 children and young people with CES.
It was also considered national level identification and notification in order to correct problems related to inclusion, equal treatment and respect for the rights of children and young people with CES, by monitoring the vulnerable points during the schooling of children and young people with CES and the development and promotion for the attention of the decision-makers of a policy brief regarding the monitoring of inclusion. The monitoring was carried out by collecting statistical data and qualitative data, and the policy brief on monitoring was developed based on the conclusions of the monitoring report and ensured the involvement of the interested factors in monitoring and the sustainability of the monitoring efforts. The online awareness campaign aimed at improving the understanding of the situation of children and young people with CES and developing a positive attitude towards them within the mass education system, the reach of social media posts being approximately 54,079.
Summary of bilateral results
The project was implemented in partnership with Sex og Politik/ IPPF Norway. The communication was constantly, both by email and during the project meetings, but also by participating in the meetings that took part.As part of the A3 activity in the first four months of the project, after the needs assessment that took place through interviews with interested actors, the partner developed a selection of international best practices in working with young people with special educational needs in terms of models and the intervention procedures for the respect of human rights and protection against abuse. They developed course materials with best practice models and held a course session in an online training. As part of the A4 activity, a comprehensive document on consent and intervention models was created. The cooperation with the Norwegian partner Sex og Politikk was vgood, both during the final reporting period and throughout the project implementation.
